Background
The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
Job Summary: The Procurement and Contracts Specialist supports daily project operations by ensuring the timely availability of all necessary supplies for smooth and uninterrupted office functioning. The position also assists the
Procurement and Contract Manager in overseeing the procurement of project equipment and office supplies.
Key Duties and Responsibilities:
- Receive approved Procurement Action Requests (PAR) for procurement of goods and services
- Assist in collection of proforma invoices and present to the Procurement and Contracts Manager for further processing or approval
- Prepare RFQ/RFP and facilitate panel reviews/evaluations
- Inquire with requesting units immediately for further specifications/SOW if the PAR is not clear and/or complete
- Assist in preparation of vendor selection or absence of competition memoranda
- Prepare professional agreements, subcontracts, and purchase orders in respect of Chemonics templates and procurement regulation
- Deliver purchase orders (PO) for collection of goods
- Collect purchased items from vendors and submit them to the storekeeper, with the required inspection of goods documentation
- File and maintain all procurement documents, both physical and electronic, in an orderly manner for control and reference purposes, in accordance with the Chemonics filing system
- Assist in payment of vendors
- Prepare and track office leases
- Update and maintain procurement tracker
- Perform other duties as requested
Qualifications, Skills and Experience:
- BA degree in finance, accounting, business, or equivalent discipline
- Experience in purchasing and supplies management
- At least 4 years of experience
- Experience working in supplies and procurement management
- Strong knowledge and understanding of USAID regulations required
- Strong knowledge of U.S. government regulations for compliance and oversight preferred
- Prior experience with GHSC-PSM preferred
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, PowerPoint)
- Excellent interpersonal and writing and oral communications skills; proven diplomatic and public relations skills
- Strong verbal and written communication skills in English
