Consultancy Overview

Assignment: Baseline Evaluation – Promoting Youth Inclusion in Governance and Decision-Making

Location: Karamoja Region, Uganda (Kotido, Napak, Moroto, Nabilatuk, Nakapiripirit, Abim), and selected national-level stakeholders

Type of Study: Baseline Study

Project Duration: April 2025 – December 2027.

Assignment Duration: Approximately 42 working days.

Start/End Dates: 1st July – 1st September 2025.

 

Project Background

In partnership with Media Challenge Initiative (MCI) and Karamoja Youth Effort to Save the Environment (KAYESE), Restless Development is implementing a 3-year project to enhance youth inclusion in governance and decision-making processes in Uganda, especially in the Karamoja region. The project focuses on building youth civic competence and strengthening institutional responsiveness to youth voices.

 

Purpose of the Baseline Evaluation

The baseline study aims to establish benchmarks for project indicators, assess youth inclusion in governance, identify barriers, and evaluate stakeholder capacities. The findings will inform implementation, adaptive programming, and refinement of the Monitoring, Evaluation, and Learning (MEL) framework.

Scope and Methodology

  • Participation in governance
  • Institutional responsiveness
  • Barriers to youth inclusion Target Groups:
  • Youth (15-30), especially marginalized groups
  • Local leaders, officials, elders
  • Civil society and media actors
  • National-level governance stakeholders Methodology:

 

The consultant will propose and implement a mixed-methods approach, including surveys, KIIs, and FGDs, ensuring methodological rigor and replicability.

 

Key Deliverables.

  • Inception Report – Study design, methodology, tools, risk assessment
  • Draft Baseline Report – Initial analysis with recommendations
  • Final Baseline Report – Comprehensive findings and annexes
  • Abridged Report – 3-page summary
  • Dissemination Workshop – Presentation of key findings





Qualifications, Skills and Experience:

  • PhD or MSc in Public Policy, Governance, M&E, or related fields
  • At least 5 years in MEL, governance, or youth-focused evaluations
  • Proven experience in baseline evaluations in Uganda/Karamoja
  • Expertise in mixed-methods research and outcome harvesting
  • Proficiency in data analysis, reporting, and presentation
  • Fluency in English; knowledge of Karamoja language is an asset

Technical Skills:

  • Strong analytical and report-writing skills
  • Proficient in statistical tools and qualitative analysis
  • Familiar with youth inclusion, civic engagement, and governance frameworks
