The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: To regulate and support enterprise development so that Ugandan enterprises have the capacity to participate in Uganda’s Oil and Gas Sector. This role contributes towards having more Ugandan enterprises with the capacity and ability to supply the Oil and Gas Sector thus increasing the amount of Ugandan Goods and services procured from Ugandan companies increasing in-country value retention
Key Duties and Responsibilities:
- Participate in the evaluation of capacity of Ugandan enterprises to effectively participate in the Oil and Gas Sector
- Conduct the review and advise on the compliance with the requirements of the laws regarding supplier development
- Ensure that the IOC Supplier Development Plans are prepared, submitted and in line with the regulations
- Support the development of guidelines for supplier development in the Oil and Gas Sector
- Support the development of a strategy for local enterprises development in the Oil and Gas supply value chain
- Facilitate the establishment of business partnerships and joint ventures between local enterprises and international suppliers
- Contribute to ensuring adequate and timely implementation of supplier development programs planned by the IOCs, contractors, and subcontractors.
- Participate in the analysis of local enterprise capacities to competitively supply the industry
- Assist in organizing, identifying, and mobilizing local enterprises to effectively participate in oil and Gas activities
- Support activities on the National Supplier Data Base that facilitate supplier development
- Contribute to the monitoring, evaluating and providing periodical reports on participation of Ugandan enterprises in the Oil and Gas Sector
- Undertake any other assignments as may be directed from time to time.
Qualifications, Skills and Experience:
- A Bachelor’s Degree (Hons) in Business Administration, Economics, Finance, Statistics, Law, Engineering
