Job Title: Development Service Specialist (FiED) as a consultant to strengthen decentralized energy planning

About US:
The “Promotion of Renewable Energy and Energy Efficiency (PREEEP)” project in Uganda has been working closely with 32 local governments in northern Uganda for several years. The goal is to strengthen local government capacities in decentralized energy planning and the mainstreaming of energy into other departments. An expansion of the current implementation areas to include refugee-hosting communities is planned. The energy coordination structures established in local governments with GIZ support are being supported in the areas of organizational development, renewable energy, and energy mainstreaming. Another focus is on strengthening coordination and communication between the Ministry of Energy and Mines and local governments. Furthermore, there is a strong focus on the approval of clean energy budgets by local governments, the introduction of operation and maintenance mechanisms, the piloting of energy data collection, and gender mainstreaming as a cross-cutting issue.
Key Duties and Responsibilities:
- Advising partner districts on the planning and implementation of processes related to decentralized energy solutions
- Organisation of regional workshops and forums in the three sub-regions of Acholi, Lango & West Nile to exchange information on energy coordination structures in local governments and with the Ministry of Energy and Mines
- Organization and conception of further training measures for the partners
- Preparation and implementation of on-site visits by partners within local administrations
- Advice on individual enquiries, especially from partner local authorities
- Participation in the operational planning processes within PREEEP
- Participation in monitoring, evaluation and reporting within PREEEP; support in the preparation of communication and marketing materials
- Close coordination with colleagues from the Energy and Climate Cluster, GIZ’s Uganda programs and other international development partners
Qualifications, Skills and Experience:
- University of Applied Sciences or university degree in energy sciences, political science or a comparable qualification or particularly extensive practical experience in the field of decentralized energy solutions
- Several years of professional experience in the field of decentralized energy
- Experience in training/education/capacity development as well as in cooperation with government actors is an advantage
- Interest in working in the field of refugee and migration
- High frustration tolerance in lengthy coordination processes and tolerance of ambiguity in a complex work environment
- Enjoy organizing and designing workshops and training courses
- Strong communication and coordination skills as well as the ability to work in a team, while maintaining independence
- Fluent English skills
