The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: Under the overall direction of the Monitoring, Evaluation and Learning Manager, the Monitoring Evaluation & Learning Specialist is responsible for supporting the design and implementation of the project’s monitoring, evaluation and learning agenda to produce quality data. He/she will ensure functionality of systems to measure and document program process, outputs and impact of life saving HIV/TB activities.
Key Duties and Responsibilities:
Project M&E systems
- Coordinate and work with other project staff (Technical advisors and officers) to design, implement and manage a robust project M&E system.
- Conduct frequent data verification and quality assessment exercises as per project requirements.
- Ensure project specific reporting platforms are updated i.e., PIRS, DIS, Prevention tracker.
- Document progress of life saving TB/HIV indicators attributable to project interventions.
- Conduct routine and frequent data analyses, including designing various innovative data presentation and visualization tools (including maps)
- Working with fellow TAs, develop data quality improvement initiatives to improve data quality.
- Work with the Database Specialist in the development and management of project databases.
- Participate in the planning for harvesting learnings and success stories.
- Support the Cluster MEL Officers to provide technical and coordination support to district, facility and community teams to effectively and routinely collect, analyze, and report service delivery and program data.
- Support to all district stakeholders during the collection and management of the data.
- Work with District Biostatisticians to prioritize and jointly plan interventions to strengthen HMIS systems in the supported Districts.
- Any other duties as per project demands.
Qualifications, Skills and Experience:
- Advanced degree in Statistics, Public Health, Demography, Population Studies, M&E or related field.
- Extensive experience in monitoring & evaluation, including data analysis and data use for decision making with USAID projects is required; PEPFAR is most preferred.
- Strong written and oral communication skills for high-level audiences.
- Excellent coordination, and information management skills.
- Experience analyzing big datasets using excel, STATA and Power BI.
- Experience using GIS software.
- Excellent coordination, and information management skills.
- The ability to work well under minimum pressure.
- Ability and willingness to travel frequently within the Southwestern region.
