The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.
About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Operations Manager is primarily responsible for managing, providing leadership and coordinating program support functions including Logistics, Procurement, Administration and IT operations for the project. He/she shall work closely with the finance function and the project supervisors in ensuring timely and value-for- money project delivery.
Key Duties and Responsibilities:
- Provide strategic and operational leadership to all direct reports.
- Develop and implement a system that ensures the efficiency of vehicle, motorcycle and fuel usage.
- Carry out accurate and timely reporting, compliance and risk management for the operations element.
- Be responsible for full and proper implementation of JCRC systems of management, compliance and control as described in JCRC manuals
- Set direction of program support department by prioritizing and organizing actions & resources to achieve objectives and contribute to project development.
- Work with the senior management team to support the growth of the program portfolio, formulate strategies and plans.
- Develop the capacity of the team and assist with continued career development path for operations staff.
- Ensure that procurement is completed, documented, and delivered to end-user in a timely manner, ensuring that items procured meet the specifications of the end-user while adhering to donor and JCRC procurement guidelines.
- Facilitate operations aspects of program planning, and upcoming operations resources needs, especially procurements.
- Assist teams in understanding their roles and responsibilities in terms of interaction with operations.
- Supervise the fleet management team and ensure systems to track maintenance, fuel usage and vehicle scheduling are in place and put to use.
- Ensure all aspects of asset management including maintenance of an updated asset register and investigation of missing assets.
- Planning and budgeting for day-to-day operational effectiveness in conjunction with the relevant project managers.
- Ensure proper safety of organization property such as vehicles and other office assets.
- Coordinate the stores department and ensure that stock counts are regularly carried out
- Perform any other work-related duties and tasks as may be assigned from time to time
Qualifications, Skills and Experience:
- The ideal candidate must possess a Bachelor’s Degree in Business Administration, Finance, Accounting, or other relevant field. Masters preferred.
- Minimum of 5 years’ work experience in finance, human resources, logistics, or administration officer/support level position with progressive responsibilities.
- Experience in fleet management, security management, construction management, operations management.
- Project Management experience required. Experience with an NGO preferred.
- Understanding of financial systems, including budgeting and budget/ expense analysis experience preferred.
- Computer literacy required (especially Excel, MS Word and Windows).
- Proven strong leadership and people management ability.
