About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Locum MEL Manager will provide technical leadership, coordinate the development and implementation of life saving TB/HIV MEL activities. The Locum MEL Manager will work closely with the M&E team to establish rigorous and well-coordinated data collection, collation and reporting system and ensure that lessons learned are integrated into district plans. Working closely with the locum technical manager, will work towards well-coordinated and efficient efforts for improved M&E system by providing overall programmatic strategic direction and approaches that will guide the implementation of lifesaving HIV/TB activities.
Key Duties and Responsibilities:
- Lead the development, standardization and deployment of a robust M&E plan, including data collection tools, systems, data repositories, guidelines and other reference documents for M&E and learning to ensure harmonized data collection systems
- Serve as the focal point for M&E and liaise closely with the technical directorate on other aspects and strategies of the program to ensure consistency in the M&E approach.
- Supports project data management planning; recommend and provide leadership in establishing protocols for documenting activity led data, documents data analysis procedures and meets the data retention and warehousing requirements and complies with JCRC data management regulations
- Advise the project senior management on early indications of progress, or lack thereof, in the relevance, efficiency, effectiveness, and sustainability of project and events, and their likely impact on attainment of project goals
- Develop technical expertise of Monitoring Evaluation and Leaning Officers, and district Biostatisticians facility data clerks and Health information assistant to undertake M&E activities, and to utilize the data for effective decision-making for performance improvement.
- Promotion of evidence-based planning and decision making through deriving and utilizing public health data.
- Follow up programmatic lifesaving indicators, analyze and interpret data generated from the supported services to inform program implementation.
- Facilitates adaptive management of interventions through rapid feedback and short learning loops from data analysis, evaluations and lessons learned from other sources
Qualifications, Skills and Experience:
- Advanced degree in Statistics, Public Health, Demography, Population Studies, M&E or related field.
- Extensive experience in a senior MEL position for more than 7 years.
- Strong written and oral communication skills for high-level audiences.
- Excellent coordination, and information management skills.
- Experience analyzing big datasets using excel, STATA, SPSS and Power BI.
- Experience using GIS software.
- Excellent coordination, and information management skills.
- The ability to work well under minimum pressure.
- Ability and willingness to travel frequently within the Ankole/Acholi region.
