The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.
About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Human Resource Officer is responsible for providing day-to-day human resource administrative services. S/he shall provide technical backup to the departmental staff and shall facilitate all the internal communications between the human resource department and other department.
Key Duties and Responsibilities:
- Draft contracts for new staff, consultants and volunteers
- Follow up the issuance and renewal of staff identity cards.
- Ensure systematic administration of the staff leave rota
- Dispatch letters, and any other materials to staff as required
- Maintain and update the human resource filing system.
- Carry out new staff general orientation and introduction
- Undertake any other duties as may be assigned from time to time.
- Maintain and update the human resource computerized information systems (NAVISION).
- Facilitate the retrieval of staff records when required.
- Receive and file all documents relating to the human resource office.
- Manage and monitor all the staff related contracts and initiate renewal before expiry.
- Receive staff complaints and suggestions, address them, or channel them to the Head of Human Resource for action.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Bachelors’ Degree in Human Resources Management, Business Administration, Industrial and Organization Psychology, Social Sciences or related field.
- At least three years of working experience in a busy HR generalist setup, preferably in an NGO.
- Excellent knowledge of various HR functions such as pay & benefits, recruitment, onboarding, evaluation, training & development etc.
- Good understanding of labour laws, HR functions and best practices
- Ability to handle highly confidential matters professionally & discreetly.
- Excellent communication skills with an ability to liaise effectively with a range of departments to effectively implement Project policies
- Advanced interpersonal skills, demonstrated in the ability to develop strong working relationships with colleagues and employees
- High degree of flexibility to work extra hours and travel occasionally under strenuous conditions
- Excellent command of the English language, both written and spoken
- Good knowledge and experience working with computer packages MS office, excel, PowerPoint, HRIS or HRMS.
