The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.

 

Job Summary:   The Regional Project Coordinator will provide overall leadership to the LPHS-Kigezi Lango activity working closely with the Project Directors of Kigezi and Lango to improve access to and use of quality HIV and HIV/TB health services at community- and facility-levels. The Regional Project Coordinator will also work with the JCRC country leadership team and will travel extensively to provide direct technical support to the field teams. He/ she will also strengthen health systems resilience and provide technical support and guidance to the Ministry of Health and other health implementing partners, districts, regional, and sub-district community levels for all integrated health service delivery activities.

 

Key Duties and Responsibilities:

  • Ensures the technical soundness of integrated health services by updating the project staff and implementing partners on technical advances and lessons learned around the world.
  • Ensures that JCRC develops and implements strategies that are in accordance with national and international standards for HIV and TB/HIV programming services.
  • Provides technical leadership and guidance during the development of JCRC’s annual planning and participates in the planning and budgeting activities, especially regarding the LPHS-Kigezi Lango activity.
  • Ensure the Coordination and implementation of the technical strategies, policies are in accordance with national and international standards.
  • Arrange and organize for peer to peer learning between the two project regions.
  • RPC will provide direct supervision and support to the two PD i.e. Kigezi and Lango.
  • Provides mentorship and builds the capacity of PD for the setting up and management of integrated programs and track progress through technical assistance site visits and activity reports, in collaboration with MOH, other implementing partners and the JCRC team.
  • Supports resource mobilization drives to ensure project cost share obligations are achieved and organization program sustainability.
  • Provides leadership for technical reporting according to defined reporting schedule and writes regular monitoring and technical reports as required and contributes to JCRC and donor reports.
  • Coordinates technical partner relationships as may be assigned by the JCRC Executive Director and represents JCRC at the regional and national levels.
  • Ensure compliance to the award conditions plus Uganda Government and USG rules and regulations.





Qualifications, Skills and Experience:, Skills and Experience:

  • Degree in medicine and surgery (MBCHB), Masters in Public Health (MPH) or its equivalent. A master’s degree in Business Administration is an added advantage.
  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance health objectives.
  • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve health results in a fast-paced environment.
  • Hands-on knowledge and skills in Project Management including designing, planning, implementing, and monitoring integrated Health programs.
  • Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts and stakeholders, at the district, regional and national level.
  • Substantive knowledge of current issues and developments in HIV prevention, care, and treatment and/or HSS programming in Uganda and globally.
  • 10 years’ experience managing multi-dollar projects at a senior management level
  • Experience with managing USG funds.
  • Good experience and working relationships with the MOH Uganda
  • Update knowledge of the Uganda HIV response.
