Job Summary: The Program Officer: Nursing/Midwifery will play a vital role in providing technical leadership and hands-on support for implementing and improving maternal and newborn health (MNH) programs. Based in Masaka City, this position involves leading a technical team. It requires strong clinical expertise, mentorship capabilities, significant field presence, and excellent stakeholder engagement skills to drive quality improvements and contribute to BAMA’s mission.
Key Duties and Responsibilities:
Note: This position requires significant field presence, estimated at least 60% of the
time, working directly with health facilities and district teams).
- Team Leadership: Lead, mentor, and supervise BAMA’s field-based team of nurses and midwives, providing technical guidance and fostering professional development amongst district health workers.
- Technical Leadership: Provide technical guidance and leadership in the planning, implementation, and monitoring of evidence-based maternal and newborn health interventions within BAMA’s programs.
- Implementation Collaboration: Work directly and collaboratively with Assistant District Health Officers (ADHOs – MCH) and Health Facility In-charges to plan, implement, and monitor standard Ministry of Health (MoH) evidence-based MNH interventions.
- Clinical Mentorship: Deliver high-quality clinical mentorship, training, and capacity building for healthcare providers focusing on Comprehensive and Basic Emergency Obstetric and Newborn Care (CEmONC/BEmONC) interventions.
- Technical Support Supervision: Conduct regular technical support supervision
- visits to partner health facilities to monitor and improve the quality of Maternal Health and Nutrition (MHN) services.
- Quality Improvement: Lead and support initiatives aimed at enhancing the Quality of Care (QoC) for Maternal, Newborn, and Child Health (MNCH) services across supported facilities.
- Stakeholder Engagement: Build and maintain strong collaborative relationships with key stakeholders, including District Local Government health teams, Ministry of Health officials, and other implementing partners.
- LMNS Support: Actively support the functioning and strengthening of the Local Maternal and Newborn Health System (LMNS) structures and activities within the Program’s operational region.
- Reporting and Documentation: Author clear and concise technical reports, document program activities, and develop compelling case studies and success stories highlighting program impact.
- Knowledge Management & Proposal Development: Contribute to organizational knowledge management efforts, including participation in the development of publications, abstracts, and presentations. Actively contribute to grant writing and proposal development processes to support program sustainability and growth.
Qualifications, Skills and Experience:
- Bachelor’s Degree in Nursing or Midwifery from a recognized institution.
- A master’s degree in Public Health or a related field is an added advantage.
- Must be registered and hold a valid practicing license from the Uganda Nurses and Midwives Council.
- A minimum of five (5) years of progressive professional experience working within the Uganda Public Health Sector and/or the Non-Governmental
- Organisation (NGO) sector, focusing on maternal and newborn health.
- Experience in a supervisory or team leadership role is highly desirable.
- Demonstrated strong clinical skills and proficiency in current nursing and/or midwifery practices and MNH standards of care.
- Proven experience and skills in clinical training, coaching, and mentorship methodologies.
- Excellent technical writing skills with demonstrated ability to produce high-quality reports, case studies, and other technical documents.
- Strong interpersonal, communication (written and verbal), leadership, and relationship-building skills.
- A high level of integrity is a requirement.
- Ability to work effectively with diverse teams and stakeholders, both in an office and field environment.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Willingness and ability to travel frequently to field sites (at least 60% of the time).
