Reproductive Health Uganda (RHU) is a member of the International Planned Parenthood Federation (IPPF), the world’s largest Sexual and Reproductive Health and Rights (SRHR) non-governmental organisation. RHU’s core mandate is to champion and sustainably provide training, research evidence, high quality rights based SRHR information and services, with a special focus to young people.
RHU in partnership with ADRA Uganda, and with support from Danish Family Planning Association (DFPA) and ADRA Denmark, is to implement a project on integrating SRHR and climate change, focusing on communities, building climate-smart livelihoods and practices for holistic natural resource management. The Strengthening community-based climate adaptation project, (STRENGTH) project with funding from DANIDA will be implemented in two countries, Uganda and South Sudan.
Job Summary: The District Focal Person will be responsible for the day-to-day implementation and monitoring of the Strength Project activities at local and district level with support from the Project Coordinator, S/he will engage in empowerment and advocacy activities to ensure that women/vulnerable community groups (including women, Internally Displace Persons (IDPs), refugees, and host community members, those engaged in smart agriculture, bee keepers, agro-pastrolists, etc.) disproportionately affected by impacts of climate change and conflict access information, basic services and decision-making to avert or minimize loss and damages.
Key Duties and Responsibilities:
Community mobilisation
- Establish/strengthen community groups to embrace SRHR, gender transformative approach and civic engagement
- Facilitate communities to analyse and generate consensus on issues that require action
- Works with community groups to engage in advocacy, participate in decision making, hold DBs/powerholders accountable on their rights
- Facilitate social mobilisation activities, i.e., community barazas, for advocating supporting and facilitating the smooth running of community groups
Coalition building at district level
- Establish/strengthen alliances, networks and movements with individuals and non-state actors (NSAs) on accountability, SRHR and gender equality leveraging GTA
- Use project data and community voices to advocate for vulnerable target groups with poor access to information and services
- Establish good rapport with duty bearers through regular communication and engagement
- Facilitate learning and knowledge sharing among the different players, including community members, duty bearers, NSAs, among others
Capacity building
- Facilitate capacity building/strengthening of community members, NSAs, duty bears so as they have increased capacity to advance human rights, SRHR/gender equality, participations, among others
- Offer continuous mentorship of the trained targets
- Develops the capacity of project actors at community and district levels to obtain, analyze and use information to build resilience to climate and weather-related shocks
- Supports target groups to mobilize other community members to build resilience to climate and weather-related shocks
- Provides technical assistance to district stakeholders in the area of human rights,
- SRHR/gender equality, accountability, participation, among others
Monitoring & Evaluation and Reporting
- Works with the project coordinator to establish appropriate systems to manage programme and financial records
- Provides necessary data to the coalition partners under the agreement of the project coordinator
- Identify and document case studies, success stories, and lessons learnt in a systematic manner
- Ensure timely, quality and comprehensive reporting adhering to organizational and donor requirements.
Qualifications, Skills and Experience:
- University degree in fields related to, social sciences, population, public health, environment/climate change (preferred) with a minimum of three years’ experience implementing projects related to advocacy and community empowerment.
Knowledge, skills and temperament
- Strong knowledge and skills in dealing with local authorities and communities, ethical rules of confidentialities, wide knowledge and practical skill in communicating SRHR issues is a must.
- Demonstrable advocacy and mobilisation skills and ability to write clear and concise reports.
- Good knowledge of computer skills is a must.
Other Personal Attributes
- The candidate must adhere to the safeguarding reporting, fraud prevention and monitoring requirements of this role.
- The candidate must be self-driven with minimal supervision.
