Job Summary: The Interconnect & Roaming Director will be responsible for developing, managing, and optimizing interconnect and roaming agreements to drive revenue growth, cost efficiency, and strategic partnerships for our client. This role requires a commercially driven leader with a strong understanding of interconnect settlements, roaming agreements, negotiation strategies, and regulatory compliance.
Key Duties and Responsibilities:
Interconnect & Roaming Strategy:
- Develop and execute the interconnect and roaming strategy to enhance Lycamobile Uganda’s market presence.
- Identify and negotiate bilateral, multilateral, and hub-based interconnect & roaming partnerships to maximize revenue and cost efficiency.
- Ensure optimal pricing strategies for international and national interconnect and roaming services.
Commercial & Revenue Management:
- Drive interconnect and roaming revenue growth through strategic partner selection and pricing models.
- Ensure profitable agreements by managing costs, settlement processes, and discount negotiations.
- Work closely with finance to analyze interconnect & roaming profitability and optimize margins.
- Monitor traffic trends, pricing benchmarks, and competitor strategies to maintain a competitive advantage.
Contract Negotiations & Partnerships:
- Lead negotiations for interconnect, roaming (inbound & outbound), and MVNO agreements with international and regional operators.
- Establish and maintain strong relationships with MNOs, MVNOs, aggregators, and international partners.
- Ensure all agreements align with business objectives, cost efficiency, and regulatory requirements.
Regulatory & Compliance:
- Ensure compliance with Uganda Communications Commission (UCC) and global roaming regulations.
- Stay updated on GSMA standards, IREG/TADIG testing, and fraud prevention measures (e.g., NRTRDE, FMS).
- Work closely with legal and regulatory teams to manage compliance risks and industry changes.
Operational Excellence & Technology Integration:
- Oversee the technical implementation of interconnect & roaming agreements with IT and network teams.
- Collaborate with the technology team to ensure seamless integration of BSS, OCS, and billing systems for interconnect and roaming settlements.
- Ensure timely resolution of interconnect disputes and billing reconciliations.
Leadership & Team Management:
- Build and lead a high-performing interconnect & roaming team.
- Develop team capabilities in commercial negotiations, financial analysis, and regulatory understanding.
- Drive a performance-oriented culture focused on commercial success, efficiency, and strategic growth.
Qualifications, Skills and Experience:
- Minimum 10+ years experience in interconnect & roaming within a telecom MNO/MVNO environment.
- Strong commercial experience in negotiating and managing interconnect & roaming agreements.
- Deep understanding of interconnect settlements, IOT discounts, TAP, CDR reconciliation, and GSMA roaming standards.
- Proven track record in driving interconnect & roaming revenue while optimizing costs.
- Strong knowledge of regulatory frameworks in Uganda and international telecom policies.
- Excellent leadership, negotiation, and stakeholder management skills.
- Experience working in Africa or similar emerging telecom markets is preferred.
- Bachelor’s/Master’s degree in Telecommunications, Business, Finance, or related field.
