Job Summary: The RMEAL Manager will be responsible for ensuring that IRC Uganda meets its Research Monitoring, Evaluation, Accountability, and Learning commitments for the PlayMatters project in Terego and Lamwo. S/he will support design, manage implementation of M&E activities, and ensure compliance with PlayMatters RMEAL systems, policies, and procedures.
The position holder will facilitate and manage the roll-out and implementation of the project RMEAL activities, coordinate data collection and performance reporting within the location, ensure accountability to stakeholders and clients and build strong relationships and support the project team at field level to understand and contribute appropriately to the RMEAL functions. S/he will work in coordination with the field project team to ensure that RMEAL is integral to project implementation and leads to greater quality and accountability for the project.
The RMEAL Manager will supervise and provide technical support to RMEAL officers in Terego and Lamwo, and coordinate with project officers to ensure that randomized controlled trial (RCT) schools remain uncontaminated to meet the research required standards.
Key Duties and Responsibilities:
- Provide orientation to field teams and project stakeholders on RMEAL tools, roles, and responsibilities.
- Participate in and contribute to the development, field testing and adaptation of project-specific RMEAL tools.
- Work closely with Project team to gather, collate, analyze project performance data and information
- Support the project team to use data and information collected to improve management, make necessary adjustments, and assess trends.
- Identify bottlenecks in the RMEAL systems program, recommend appropriate solutions and ensure follow-through on agreed actions
- Participate in and contribute to regular RMEAL System reviews, reporting, shared learning, consistency and harmonization of project standards, data and information across PlayMatters consortium and IRC
- Coordinate and provide direct supervision coaching and performance management of RMEAL officers, assistants, and volunteers
- Support training and capacity development of project staff and stakeholders in respective location in RMEAL
- Coordinate and/or participate in project reporting, learning and reflection events, documentation and sharing of lessons and best practices at field level and country level
- Participate in the design and implement annual, quarterly, and monthly RMEAL work plans in accordance with the PlayMatters and IRC country Strategy
- Keep track of project reporting requirements and deadlines and provide location specific RMEAL information to prepare reports.
- Coordinate within the location, the implementation of project specific assessments, performance measurements, research evaluations and impact studies for the project
- Collaborate and contribute towards the preparation of the project monthly, quarterly, and annual reports and the feedback/dissemination of these reports
- Organize, contribute to and /or participate in regular field monitoring, accountability, reporting and cross learning across the project
- Support timely data collection, documentation, reporting, communication, and dissemination of project reports, lessons and data at appropriate events.
- Support the project to develop and use output trackers, issues, and complaints trackers, learning trackers and other tools to enable projects to achieve its overall MEAL system
- Represent, contribute, and participate as required to sector specific, inter-departmental and cross sector activities in-country, across the consortium and externally.
- Promote a safe and respectful environment by participating in safeguarding training and activities, and by supporting other colleagues to understand and comply with safeguarding policies.
Qualifications, Skills and Experience:
- University degree in Statistics, Business Statistics, Demography, Economics, Public Health, Social sciences, or other field relevant to monitoring and evaluation or project management.
- Substantial work experience in humanitarian and/or development context and with an International NGO. Experience in supporting education projects will be an added advantage.
- At least three (5) years’ work experience in designing, implementing, and managing MEAL systems (preferably in the education sector)
- Postgraduate qualification in Monitoring and Evaluation is an added advantage.
- Demonstrated experience in data/information management and analysis, with experience using databases and software applications such as CommCare, Power BI, Excel, Tableau is desired.
- Previous experience working in partnership programs/consortium is desirable.
- Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
- A strong understanding of accountability and proven ability to build and maintain functional Client Feedback Systems
