Job Summary: The Assistant Project Officer – Health Systems strengthening will be responsible for the implementation and reporting of the top up SRHR activities (Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign) in Kalangala district. S/he will work with the public and private health facilities, to ensure smooth implementation and coordination of Heroes affiliated projects. S/he will be responsible for realizing the objectives as formulated in the Technical Proposal. S/he will report directly to the Project Coordinator.
Key Duties and Responsibilities:
Project Implementation and Reporting
- Lead implementation and coordination of SRHR activities, including Cervical cancer screening/testing and referral for treatment, and HPV vaccination campaign) in Kalangala district
- Participate in training and mentorship of both the public and private health facilities in Kalangala district on RBF modalities and delivery of Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign) in Kalangala district
- Prepare monthly and weekly activity plans and submission for approval by programme manager
- Participate in the project data collection and analysis and prepare and submit the monthly and quarterly progress reports
- Work with other consortium staff (Amref and Mifumi) to ensure synergy in project implementation in Kalangala district.
- Coordinate social mobilization and demand creation activities for Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign) in Kalangala district.
- Ensure Cordaid representation and Participation in all partners’ engagement events and meetings/forum, in relation to SRHR / Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign) in Kalangala district
Planning, monitoring and evaluation
- Responsible to assess which information is relevant for planning, monitoring and evaluation purposes.
- Fills in the required PME format and assesses what extra PME information beside the standard formats is of importance.
- Analyses and draws conclusions from PME information and makes these accessible to stakeholders;
- Develop clear quarterly work plans and budgets for validation by the Project Manager; Check budget vs expenses for tasks assigned to him/her;
- inform the Project Manager immediately on cases of fraud and/or corruption or over – / under spending more than the norm, affecting the program results;
- Deliver timely and good quality input to project reports as requested by the Project Manager; Keep good relations with team members;
- Assist the Communications department with information on project and campaign issues and visits of volunteers, press and benefactors etc;
- Assist in developing proposals at the request of the PM; Actively promote and brand Cordaid initiatives wherever appropriate and possible;
- Adheres to the code of conduct and Integrity Policies, reports concerns and follows regular integrity trainings.
Other
- Perform other duties as relevant for the project as per the Project Manager’s request
- Manage local project related security matters as they pertain to individual safety and security and offer advice on updating the security plans.
- Any other duties assigned by the manager.
Qualifications, Skills and Experience:
- Graduate degree Or Diploma in Public Health, Nursing/midwifery, Clinical Medicine or a similar discipline. Preferred Registered Midwife/Nurse or Clinical Officer
- Good experience and knowledge in the area of Reproductive Maternal, New born, Child and Adolescent Health (RMNCAH) and SGBV, including Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign
- Good experience in delivering Cervical cancer screening/testing and referral for treatment, HPV vaccination campaign.
- Any knowledge of Results Based Financing and health systems strengthening context in Uganda.
- Possess excellent technical skill in health research and program, and project performance assessment.
- Excellent data analytical skills and interpretation, sound quantitative and qualitative skills (managing, analysis and interpretation of data)
- A good knowledge of the Ugandan health sector is a solid advantage.
- Strong communication and facilitation skills, including the ability to establish good working relationships, to transfer skills and knowledge, and to provide technical assistance to key actors.
- Fully proficient in the following software applications: Windows, Excel, Word, Outlook,
- Knowledge of and experience in working with DHIS2.
- An excellent command of the English and luganda as a local language.
- Readiness and flexibility to work in Kalangala district
