Uganda National Association of Builders, Suppliers and Engineering Contractors is an umbrella body for genuine Contractors in Uganda’s Construction Industry.

 

Job Summary:   The Uganda National Association of Builders, Suppliers, and Engineering Contractors (UNABSEC) seeks to recruit a qualified and experienced Finance and Administration Manager to oversee the financial and administrative functions of the Association. The Finance and Administration Manager will ensure financial sustainability, compliance, and operational efficiency in line with UNABSEC’s mission and strategic objectives.

 

Objective: The objective of this recruitment is to identify and appoint a competent individual who will be responsible for financial management, budgeting, administration, and human resource management to support the effective operation of UNABSEC.

 

Key Duties and Responsibilities:

The Finance and Administration Managers shall be responsible for:

  • Overseeing the financial planning, budgeting, and reporting processes of the Association.
  • Developing and implementing financial and administrative policies.
  • Managing the Association’s financial affairs, including management and statutory accounts together with longer-term financial projections, and ensure that the most efficient and effective financial control systems and reporting mechanisms are in place.
  • Providing financial reports and advice to the Executive Director and Board of Directors.
  • Coordinating audits and financial reviews to ensure accountability and transparency.
  • Liaising with Uganda Revenue Authority and the Auditors, and to ensure completion of PAYE, income tax, and other returns as per the laws of Uganda.
  • Ensuring that all bank accounts and credit card statements are regularly reviewed and reconciled monthly.
  • Managing accounts, payroll, procurement, and expenditure control.
  • Efficiently managing all external contracts, and ensure that all the Association’s expenditure is correctly authorized and accounted for.
  • Overseeing human resource functions, including recruitment, performance management, and staff development.
  • Managing office operations, logistics, and procurement to ensure smooth functioning of the Association.
  • Ensuring that the Association’s legal responsibilities are met, particularly that all necessary insurance is properly in place.
  • Data Protection, Copyright Rights registration and compliance with URSB.
  • Perform any additional roles as delegated by the Executive Director and or the Board Executive Committee.
  • Reporting directly to the Executive Director and reporting to the Board Executive Directors, when called upon, matters of financial and audit processes.





Qualifications, Skills and Experience:  The ideal candidate must have:

  • Bachelors Degree in a Finance and accounting related course. A master’s degree in the same field is an added advantage.
  • A professional certification (CPA or ACCA).
  • At least three (3) years of experience in management level / supervisory role.
  • Experience working with a professional body, particularly in accounting and finance.
  • Experience in procurement and human resource management.
  • Proven expertise in developing and implementing financial controls and processes.
  • Experience in managing grants and donor funds (added advantage).

Skills: The ideal candidate must have:

  • Proficiency in digital financial reporting software.
  • Strong budgeting and budget execution skills.
  • Familiarity with fundraising strategies.
  • Excellent leadership, managerial, interpersonal, analytical and creative problem-solving skills
  • Ability to multi-task
  • Dynamic, charismatic team player with exceptional verbal, written, and visual communication skills.
  • High level of integrity, professionalism, and attention to detail.
