About Organisation:
Energising Development (EnDev) is a global multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in 20 countries worldwide.
In Uganda, EnDev cooperates closely with the Ministry of Energy and Mineral Development (MEMD) in providing access to modern energy services to Ugandan households, social institutions, and MSMEs through market development for solar PV and energy efficient cook stoves.
GIZ EnDev Uganda, under its overall country implementation, is also a co-implementer for the Strengthening the Entrepreneurial Ecosystem for the Clean Cooking Sector (SEE-Clean Cooking) Programme, a programme that was commissioned in 2020 to strengthen the supply side of the clean cooking sector by supporting small and medium-sized enterprises (SMEs) to improve their business operations and access to finance for upscaling and innovation.
The programme consists of two main project components, Higher Tier Cooking Component (HTCC), and African Biodigester Component (ABC). The two projects work in close cooperation with the MEMD, and other relevant line ministries including the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), to support the development of the Clean Cooking Solutions (CCS) market in Uganda by creating the necessary framework conditions to boost entrepreneurship and the commercialization of higher tier CCS.
Job Summary: GIZ is recruiting a Technical Advisor – SEE-Clean Cooking to support the implementation of its programme.
Key Duties and Responsibilities:
The Technical Advisor – SEE-Cooking will be in charge of:
- Support the Project Manager SEE-Clean Cooking with the design, implementation, and monitoring of the project’s activities in fostering a sustainable market for clean cooking solutions in Uganda – including efficient biomass, biodigesters, electric cooking, and other modern cooking energy technologies and services.
- Working closely with representatives from cookstove/appliance companies, sector associations, the relevant line ministries, sector associations and other stakeholders. Tangible outcomes and quantifiable results are expected.
- The Technical Advisor – SEE-Cooking performs the following tasks:
Specific Tasks
- Partner Coordination & Stakeholder management
- Ensure project activities are implemented in a timely and cost-effective manner.
- Support in the preparation of relevant procurement documents for specific activities in line with GIZ Procurement Guidelines.
- Support in the organization and conducting of regular coordination meetings and tasks with relevant stakeholders.
- Exchange regularly both within the EnDev Uganda and the national and regional SEE-Clean Cooking Implementer teams, within the GIZ Energy and Climate Programme in Uganda, as well as with technical experts, donors, etc. at Headquarter level to identify and explore best practices in implementation and approaches.
- Knowledge Management
- Ensure clear documentation of project activities including support to partner contract management processes, regular progress meetings, conduct field and relevant due diligence visits where needed.
- Support preparation, implementation, and documentation of events within the project and make use of internal IT systems e.g., MS Teams tools to facilitate information exchanges.
- Support the documentation of lessons learned and other knowledge products throughout the project for integration into Learning agenda and relevant Community of Practice fora.
- Continued development of SEE-Clean Cooking Programme approach and technical assistance
- Foster the further development and adjustment of EnDev Uganda’s market-based approach to scale up access within the Clean Cooking sector.
- Promotion of synergies
- Maintain and cultivate sound relations with the political partner, private sector actors, sector stakeholders, development actors as well as the private sector.
- Monitoring and Reporting
- Prepare documentation for SEE-Clean Cooking project reporting input and progress monitoring from related activities including relevant data collection, verification, analysis, impact assessments, lessons learned, articles, and other communication and visibility materials
- Support in the preparation of impact assessments and relevant project reporting documents e.g. presentations, articles, project reports, and other communication and visibility materials
- Other Duties/Additional Tasks
- Identify key Visibility or Communication opportunities within the pilot activities and support the Communication Focal Person on preparing communication products.
- Support in guiding consultants, key stakeholders, regional/thematic partners.
- Comply with procedures within GIZ, such as tenders, contracts with third parties, site visits.
- Performs other duties and tasks at the request of management.
Qualifications, Skills and Experience:
- Bachelor’s Degree in Energy or Sustainability related field, Engineering or Business Management
Details of experience
- Four (4) years of professional experience in implementing renewable energy projects, with at least one year specifically in clean cooking.
- Experience with market-based development projects, or higher tier cooking is an advantage.
- Expertise in clean cooking/clean energy project implementation, monitoring, reporting
- Familiarity with planning, implementation and reporting procedures.
Knowledge, skills and competences
- Ability to network, build and maintain professional relationships with government, development partners and private stakeholders.
- Solid understanding of the institutional and policy framework in Uganda including the clean cooking and higher tier cooking landscape.
- Ability to process, analyse and synthesize complex technical information from different disciplines in the areas of energy and business.
- Strong organizational and administrative competence
- Highly motivated to work in a multicultural and inter-disciplinary team
- Highly motivated to work with tight timelines, self-motivated and ability to work independently
- Willingness to travel to project sites across the country
- Willingness to upskill as required by the tasks to be performed
- Excellent communication and presentation skills, both orally and written English.
- Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint) as well as online meeting and conference tools and optional experience in using energy software design tools.
