Job Summary:   FHI 360 is seeking qualified candidates for the position of Team Leader (Senior Programme Leader) for the multi-year Empowering Women for Better Reproductive Health Outcomes (EMPOWER), Component 3: Strengthening access to Family Planning (FP) in the private sector. Component 3 of the Foreign, Commonwealth and Development Office (FCDO)-funded EMPOWER programme aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary FP services in urban and semi-urban areas in Uganda. This position in based in Kampala, Uganda.

 

Employment is contingent upon successful award of the programme to FHI 360, as well as FCDO approval of the finalist.

 

The Team Leader will lead, manage and guide the programme, ensuring programme deliverables are met on time and delivering desired impact. The Team Leader will manage the entire team on the programme and the short-term technical assistance experts as needed. The Team Leader will also have primary responsibility for ensuring successful integration of consortium partners in a one-team approach.

The Team Leader will be the primary liaison with the FCDO, key stakeholders and partners. They will achieve synergy with relevant regional and national level institutions, programmes and donor-funded projects operating in Uganda to improve FP access.

 

The Team Leader will have experience managing large, complex and multi-stakeholder health programmes, with a technical focus on private sector market development for improved access to FP services and products. The candidate should have programme delivery and management experience working in Uganda.

 

Key Duties and Responsibilities:

  • Provide technical leadership for the team across the programme. The Team Leader will ensure all programme delivery and progress towards achieving programme outcomes and impact, including building on the gains of current and previous FP programming Uganda.
  • Manage technical staff and STTA to ensure targets are met and associated deliverables are produced on time and are of high quality.
  • Provide technical guidance on the technical components of the programme: a) expand the private sector market for FP commodities in Uganda, in line with the country’s Total Market Approach for Family Planning Strategy; (b) strengthen the capacity of private health centres, clinics, pharmacies and drug shops to increase the percentage of FP services delivered by the private sector; and (c) create demand for private sector FP services through social and behaviour change (SBC) approaches and interventions.
  • Lead and ensure a smooth working relationship with FCDO and relevant UK Departments.
  • Build and maintain strong relationships with Uganda’s Ministry of Health, the commercial and private not for profit (PNFP) health sector, grantee institutions, key subnational institutions, civil society, regulatory bodies, and health associations to advance EMPOWER programme goals and facilitate cross-learning and/or sharing of best practices.
  • Lead the development and quality assurance of all programme workplans, Monitoring and Evaluation (M&E) plan, reports and reviews.
  • Ensure the achievement of high-quality results as committed in the work plans and M&E plan.
  • Oversee and monitor programme budget, ensuring budget discipline and compliance with FCDO requirements and FHI 360 policies.
  • Supervise the development and submission of quality technical deliverables and provide accurate and timely reporting to FCDO and key stakeholders on all programme areas.
  • Ensure regular engagement and sharing of lessons with other FCDO programmes in the region to jointly progress towards health security objectives in the region.





Qualifications, Skills and Experience:

  • Bachelor’s degree or its international equivalent in public health, medicine, public administration, international development, or a related field.
  • At least 12 years of relevant experience in international development at a senior programme management level.
  • Leadership experience demonstrating leadership of large diverse teams and management of complex donor funded health programmes (preferably with FCDO).
  • Previous experience of working with the FCDO, the Uganda Ministry of Health (MOH) and specifically with private for profit or PNFP stakeholders and be seen as a respected and fair broker.
  • Deep understanding of the Sexual and Reproductive Health and Rights (SRHR) landscape in Uganda.
  • Technical health expertise in supply- and demand-side interventions that successfully engage the private sector health markets to improve access to health services and products; expertise with FP programming preferred.
  • Strong understanding of health systems, the commercial and PNFP health sector, and experience of working in Uganda’s health sector.
  • Experience working with pharmaceutical supply chains, market shaping and new product introduction. Special emphasis is placed on understanding the regulatory environment of Uganda’s pharmaceutical sector.
  • Ability to quality assure all internal documents, including terms of reference and technical products/ outputs and deliverables meet the FCDO standards.
  • Expertise in managing and collaborating with a diverse range of stakeholders including FCDO, the Uganda MOH (national and subnational levels), private for profit or PNFP stakeholders, National Drug Authority, MOH Pharmacy Division, pharmaceutical importers and distributors, and representatives of the different private sector.
  • Sound knowledge of FP concepts like modern Contraceptive Prevalence Rate (mCPR) and Couple Years of Protection (CYPs).
  • Strong project management, financial, problem-solving and consortium management experience in providing overall strategic leadership, management and technical oversight for similar projects or programmes.
  • Experience in thinking and working politically and forming effective partnerships with key stakeholders to ensure progress on programme objectives.
  • The Team Leader will be a full-time position in Kampala, Uganda. Local national candidates strongly preferred.

 

Travel Requirements

10- 25% (mainly in country)
