The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.

Job Summary:   The Senior IT Officer is responsible for ensuring the secure and efficient operation of the organization’s IT infrastructure while providing tier 2 technical support to end-users. This role involves managing cybersecurity protocols, overseeing network operations, and implementing best practices to safeguard the JCRC’s digital assets. The ideal candidate should have extensive experience in IT management, a strong understanding of cybersecurity, and expertise in network administration.

Key Duties and Responsibilities:

• Develop, implement, and enforce cybersecurity policies and procedures to protect the organization’s systems, data, and networks.
• Perform regular risk assessments and vulnerability analyses to identify and mitigate security threats.
• Monitor security systems, analyze alerts, and respond to incidents in a timely manner.
• Ensure compliance with data protection regulations (e.g., GDPR, HIPAA, or relevant local standards).
• Manage firewalls, intrusion detection/prevention systems (IDS/IPS), and endpoint security solutions.
• Conduct cybersecurity training and awareness programs for employees.
• Oversee the design, implementation, and maintenance of the organization’s network infrastructure, including LANs, VPNs, and wireless networks.
• Monitor network performance to ensure reliability and scalability, resolving issues as they arise.
• Manage network devices such as routers, switches, access points, and load balancers.
• Ensure network security through access control, segmentation, and encryption protocols.
• Plan and execute network upgrades and expansions, minimizing downtime and disruption.
• Oversee backup and disaster recovery strategies to ensure data integrity and business continuity.
• Maintain updated documentation of the network topology, upgrades and procedures.
• Generate regular reports on cybersecurity incidents, and the general security
• posture of the organization.

Qualifications, Skills and Experience:

• Bachelor’s degree in computer science, Information Technology, or a related field.
• Possession of any of the following certifications will be an added advantage: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Cisco Certified Network Professional (CCNP) and CompTIA Security+.
• Strong knowledge of cybersecurity frameworks (e.g., NIST, ISO 27001) and threat mitigation techniques.
• Hands-on experience with firewalls, IDS/IPS and other security solutions.
• Ability to stay updated on emerging technologies and cybersecurity trends.
• At least 5-7 years of experience in IT industry, with a focus on cybersecurity and network administration.
