About Organisation:

The Uganda National Oil Company (UNOC) Ltd was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies’ Act, 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the State’s commercial interests in the Oil and Gas industry and ensure that the resource is exploited in a sustainable manner.

 

Job Summary:   To handle day to day legal and regulatory compliance responsibilities pertaining to UNOC and its subsidiaries, drafting & review of relevant policies and supporting management on UNOC compliance matters.

 

Key Duties and Responsibilities:

  • Provide support the in the development and implementation of a compliance framework for UNOC & its subsidiaries.
  • Participate in support in the development of tools, systems and processes to inculcate a compliance culture within UNOC & its subsidiaries.
  • Participate in the development and review of internal policies for UNOC and its subsidiaries.
  • Provide support in undertaking regular compliance evaluation for UNOC & its subsidiaries.
  • Provide support in the preparation of regular compliance reports for EXCO & Board.
  • Support the monitoring of legal and regulatory developments within Uganda and globally that may affect UNOC business and ensure that these are effectively communicated and complied with where necessary.
  • As and when required, support Head of Compliance in liaising with the industry regulators to ensure a coordinated working approach between UNOC and the respective regulators.
  • Participating in preparing compliance plans and ensuring the compliance framework is updated and continuously adhered to.
  • Support and participate in initiatives and processes to create awareness across the UNOC business on legal, regulatory, and internal policies compliance requirements.
  • As required, interpret, provide advice and guidance on legal and regulatory compliance matters to UNOC and its subsidiaries.
  • Support the compilation and maintenance of regulatory documentation databases including applicable laws, regulations and ensure that these are kept updated at all times
  • Coordinate and ensure all necessary submissions to regulators are made in a timely fashion in accordance with the applicable laws and regulations
  • Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s).




Qualifications, Skills and Experience:

  • A bachelor’s degree (Hons) in law (LLB).

Knowledge and Experience  

  • Must have at least 6 (six) years’ experience, three (3) of which should in governance related activities in a corporate entity of high repute.
  • Experience in drafting and review of policies and internal processes.

Character & Competencies    

  • Must have excellent analytical, research and drafting skills
  • High level of integrity.
  • Excellent oral and written communication skills.
  • Excellent judgment and ability to anticipate legal issues or risks.
  • Strong interpersonal and communication skills.
