The organization works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action. Currently the organization implements relief and development projects in West Nile, Acholi, Karamoja and South-Western Uganda.

 

Job Summary:   The Project Coordinator will lead the implementation of the Improving Food Security and Resilience of Food Production Systems in Karamoja project. The role involves coordinating project activities across the Karenga and Kaabong districts, ensuring effective stakeholder engagement, managing finances, and tracking project impact. The Project Coordinator will oversee the implementation, ensuring activities align with the project’s strategic objectives and contribute to enhanced resilience and gender-responsive food production systems.

 

Key Duties and Responsibilities:

Project Leadership & Coordination

  • Provide strategic leadership and technical oversight in project implementation.
  • Ensure activities align with the project goal of enhancing resilience and gender-responsiveness in Karamoja’s food production systems.
  • Coordinate with local governments, NGOs, private sector partners, and communities to ensure integrated project delivery.
  • Lead the planning and implementation of Farmer Field Schools (FFS) and watershed management approaches.
  • Facilitate government engagement to strengthen food security policies and disaster risk reduction mechanisms.

Implementation & Program Delivery

  • Ensure smooth delivery of activities under the four outcome areas:
  • Food systems inclusivity and economic sustainability
  • Environmental sustainability of food systems
  • Social sustainability of food systems
  • Strengthened government response to food crises
  • Oversee farmer capacity-building initiatives, ensuring the adoption of climate-smart agricultural practices.
  • Ensure establishing and strengthening Farmer Business Schools (FBS) and promote market access.
  • Oversee initiatives supporting agricultural value chains, market linkages, and private sector investments.

Stakeholder Engagement & Capacity Building

  • Engage with district and sub-county governments, development partners, and local institutions.
  • Strengthen the local government’s ability to provide quality agricultural extension services.
  • Facilitate the training of 16 extension agents, 40 community extension workers, and 30 community animal health workers.
  • Support the integration of gender-responsive and youth-focused agribusiness training.

Financial Management & Compliance

  • Oversee a project budget, ensuring prudent financial management.
  • Ensure financial compliance with ADRA Uganda and donor guidelines.
  • Monitor the cost-effectiveness of interventions and conduct financial risk assessments.
  • Work closely with the finance team to prepare financial reports and audits.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Lead the development and implementation of the Monitoring and Evaluation Plan.
  • Ensure timely collection of project data and performance tracking.
  • Coordinate mid-term and final project evaluations.
  • Ensure adaptive learning by integrating findings from outcome assessments into program design.

Risk Management & Sustainability

  • Identify and mitigate risks related to climate change, food security, and governance.
  • Develop strategies to ensure the sustainability of project impacts beyond the funding period.
  • Strengthen local food security early warning systems to ensure timely responses to climate shocks.
  • Ensure conflict-sensitive approaches are incorporated into project activities.




Qualifications, Skills and Experience:

  • Master’s degree in Project Management, Agriculture, Climate Change, International Development, Environmental Studies, or a related field.

Experience

  • Minimum 5 years of experience managing food security, climate resilience, or agricultural development projects.
  • Strong background in climate-smart agriculture, agribusiness, and market system development.
  • Experience integrating gender equality, women’s empowerment, and youth economic inclusion.
  • Experience in disaster risk reduction (DRR) and early warning systems.

Technical Competencies

  • Strong knowledge of Farmer Field Schools (FFS) and watershed management approaches.
  • Expertise in market systems development, public-private partnerships (PPP), and financial services for smallholder farmers.
  • Proficiency in project cycle management, budgeting, and donor reporting.
  • Strong M&E, impact assessment, and data management skills.
  • Ability to engage with government agencies, NGOs, and private sector stakeholders.

Soft Skills

  • Strong leadership and team-building skills.
  • Excellent negotiation, communication, and stakeholder engagement abilities.
  • Ability to work under pressure in a fragile and food-insecure environment.
  • High adaptability, critical thinking, and problem-solving skills.
  • Strong analytical and report-writing skills.

 

Key Performance Indicators (KPIs)

The Project Manager’s performance will be measured based on:

Program Delivery

  • 80% of Farmer Field School (FFS) members apply good agricultural practices.
  • 60% of farm households apply value-addition and marketing techniques promoted by the project.
  • Establishment of two higher-level farmer networks per district.
  • At least 3,000 community members receive early warning information.

Financial & Compliance Management

  • Budget utilisation within 5% variance.
  • 100% compliance with donor and ADRA Uganda financial guidelines.
  • Timely submission of financial reports.

Monitoring, Learning, and Adaptation

  • Timely data collection and reporting in line with the MEAL framework.
  • Integration of evaluation findings into program adjustments.
  • Documentation of at least 5 human-interest stories per district on emerging good practices.

Risk Management & Sustainability

  • Implementation of risk mitigation strategies for food security and climate resilience.
  • Strengthening of early warning systems, ensuring effective community response.
  • Successful handover of community-based structures to local government and partners.

 

Prevention of Sexual Exploitation and Abuse (PSEA) – Zero Tolerance Policy

  • ADRA Uganda is committed to upholding the highest standards of ethics and integrity. The Project Coordinator is expected to adhere to the Prevention of Sexual Exploitation and Abuse (PSEA) Zero Tolerance Policy, which includes:
  • A zero-tolerance approach to sexual exploitation, abuse, and harassment.
  • Mandatory PSEA training for all staff and implementing partners.
  • Immediate reporting and disciplinary action against any violation of PSEA policies.
  • Ensuring that all project activities are designed and implemented in ways that protect vulnerable populations from exploitation and abuse.
  • Promoting a safe, inclusive, and respectful working environment for all stakeholders.
