Key Duties and Responsibilities:
Project Planning, Implementation, and Technical Supervision
- Support the management and coordination of IWRM/WASH activities across the Rakai Cluster, addressing both programmatic and technical aspects.
- Supervise and provide technical oversight to field project staff, ensuring the effective implementation of WASH and IWRM interventions.
- Strengthen the capacity of local partners at the parish, sub-county, and district levels for mapping wetlands and riverbanks to assess their current condition.
- Liaise with the Ministry of Water and Environment to lead the mapping of wetlands and fragile ecosystems within the project area.
- Assist the district in developing watershed restoration plans utilizing native species for reforestation.
- Implement sub-catchment action plans, including the construction of soil and water conservation structures such as check dams.
- Coordinate project activities according to the project plan, ensuring alignment with established goals and objectives.
- Report on project activities in accordance with the approved Detailed Implementation Plan (DIP) and budget.
- Monitor project progress and make necessary adjustments to ensure timely completion of deliverables.
- Ensure that overall project targets and goals are met sustainably.
- Manage day-to-day project activities by coordinating tasks and delegating responsibilities among team members.
- Ensure the inclusion of cross-cutting issues such as gender, protection, disability inclusion, and environmental sustainability in all stages of project planning and implementation.
Stakeholder Engagement and Collaboration
- Establish and maintain strong relationships with the Ministry of Water and Environment, Water Management Zones, district local government, NGOs, community groups, and other stakeholders.
- Coordinate with the Ministry of Water and Environment and local districts to identify and prioritize intervention areas within the watershed and sub-catchment.
- Serve as the primary liaison for the project with external partners, ensuring collaboration and alignment with project goals.
- Support Rwizi watershed and catchment committee meetings at both regional and project levels.
- Organize community meetings and stakeholder consultations to incorporate input into project design and implementation for effective watershed restoration.
- Facilitate collaboration among stakeholders to ensure efficient utilization of resources for project success.
- Represent the organization at relevant forums, workshops, and conferences related to WASH and IWRM initiatives.
- Actively participate in sub-national and district coordination to ensure World Vision Uganda is adequately represented.
- Ensure the inclusion of cross-cutting issues such as gender, protection, disability inclusion, and environmental sustainability in all stages of project planning and implementation.
Research, Documentation and Evidence building
- Deploy advanced digital mapping techniques, such as digital soil mapping, remote sensing, and other geospatial methods, to assess and compare wetland coverage and degradation over time with support of research institutions eg Universities
- Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms for scaling.
- Responsible for capturing child well-being indicators relating to IWRM
- Ensure identification of research areas, conduct research and document key learning.
- Conduct information needs assessments in relation to access and utilization of basic water, sanitation and hygiene services, water quality, gender and social inclusion in WASH.
Capacity Building and Knowledge Sharing
- Identify training needs for staff, stakeholders, and local communities and ensure relevant capacity-building initiatives are implemented.
- Support the promotion and adoption of water and soil conservation practices and nature-based agricultural enterprises
- Promote knowledge sharing among team members, stakeholders, and community leaders through workshops and training sessions.
- Document best practices and lessons learned throughout the project and ensure they are shared widely.
Reporting, documentation and research
- Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms for scaling.
- Prepare high-quality reports for internal and external stakeholders, including donors, adhering to agreed reporting cycles and standards.
- Responsible for capturing child well-being indicators related to WASH projects in the region.
- Ensure identification of research areas, conduct research and document key learning
- Ensure the preparation of clear and concise reports detailing project achievements, challenges, and financial expenditures.
Resource Acquisition and Budget Management
- Identify and initiate viable funding proposals for resource acquisition to support WASH programme interventions.
- Participate in resource mobilization through concept papers/proposal writing for fundraising
- Oversee project budget management, ensuring efficient allocation and use of resources, including staff, materials, and funds.
- Work closely with the finance team to track expenditures and ensure all financial aspects of the project are managed within the allocated budget.
- Monitor project expenditures and ensure compliance with support office and World Vision financial policies and procedures.
- Prepare timely financial reports and updates for internal and external stakeholders as required.
People Management
- Participate in staff recruitment, staff orientation, on job mentorship and coaching of staff for performance improvement and maintenance
- Conduct staff performance target settings, reviews and appraisal.
- Systematic delegation of tasks.
- Performance meetings done with staffs.
- Reviews and annual appraisal of line managed staff against conducted.
Qualifications, Skills and Experience:
Required Professional Experience
- 3-5 years of experience in managing or implementing Integrated Water Resource Management or watershed restoration projects.
- Strong knowledge of WASH and IWRM programming.
- Experience coordinating training sessions, community activities, and logistics at the field level.
- Strong project management skills with effective planning, organization, and prioritization abilities to meet deadlines.
- Excellent communication and interpersonal skills, with the ability to build relationships and collaborate with diverse stakeholders.
- Experience working in rural communities, with an understanding of local context, culture, and dynamics in Uganda.
- Proven track record in organizing and facilitating training, mentorship, and capacity building for community leaders.
- Proficiency in Microsoft Office Suite and project management tools/software.
- Fluency in English; knowledge of local languages is added advantage.
Required Education, training, license, registration, and certification
- Bachelor’s Degree in Water Resource Management, Environment Sciences, Water Engineering, Environmental Engineering, Natural Resources Management, Hydrology, and Agricultural Sciences and or a related field.
- A Post graduate in Project Management, or a Master’s degree in Environmental Science, Agricultural or Natural Resource Management is an added advantage
- Must be able to ride a motor cycle (XL HONDA) with a valid and clean riders’ license, class A
- Knowledge of Uganda’s environmental policies, including land and water laws.
- At least 5 years of experience in project coordination or management, preferably in environmental conservation, watershed restoration, or natural resource management; prior experience in environmental or watershed restoration projects is a plus.
- Familiarity with international donors and their compliance requirements. Proven experience in managing multi-stakeholder projects, including community engagement and collaboration with local authorities.
- Experience in budgeting, financial management, and donor reporting.
- Strong understanding of sustainable land and water management practices, including climate change adaptation strategies.
