Key Duties and Responsibilities:
General
- Lead the Technical Integrity & Process Safety Team (TIMR) team, with responsibility for personnel issues, employee recruitment and development, managing and delegating work activities, technical guidance/coaching & support, objective setting, monitoring work/project progress, identifying team resource/recruitment/development requirements, and budgets
- Ensure effective integration of Process Safety and Technical Integrity considerations into the affiliate’s business decisions and activities (via input to business unit planning)
- Support collaboration and integration across projects, departments and locations and accelerate knowledge sharing
- Provide input into the HSE budget and forecast the effect of Major Risks on affiliate expenditures for management review, action, and control
- Act as technical owner (i.e. signatory) on key documents as showed in the affiliate HSE Management System
- Provide support to the local HSE head of metier regarding personnel placement and succession planning
- Provide technical safety expertise to the Asset Director and Projects Director (where relevant).
- Review and approve risk assessments for Major Integrity Threats located in the Major Integrity Threat Zone of the E&P Universal Risk Matrix.
- Participate in project technical reviews and pre-start up reviews
- Serve as a member of the Incident Response Management Team
Technological Risk Management:
- Ensure that Technological Risk Assessment (TRA) is performed for all installations, including drilling new wells (in accordance with relevant referentials), using a scenario-based risk assessment addressing Human, Environment and Asset damage
- Perform Quantitative Risk Assessment (QRA) for all facilities within TEPU, as a complement to the TRA, where required to ensure compliance with Ugandan legislation
- Validate all TRAs every 5 years, or earlier if a modification results in significant changes to the risk level
- Establish and maintain risk acceptance criteria for TEPU
- Approve ALARP demonstrations for Major Risks
- Facilitate risk reduction workshops for Major Risks, when required
- Ensure that Major Risks and their action plans are tracked in Synergi
- Validate the TRA Summary Register (Major Risk Register) for each installation; communicate the TRA Summary Register to key stakeholders, including projects and existing installations
- Provide guidance in reviewing and updating emergency response plans based on the top consequences associated with Major Risks
- Validate each phase of the TRA process in accordance referential requirements
- Ensure that key personnel following up the TRA process are trained to apply the TRA methodology
Technical Integrity & Critical Barrier Management: ·
- Champion the Management of Technical Integrity in TEPU
- Ensure that an OIAVS (Operational Integrity Assurance & Verification Scheme) document for all TEPU assets is issued and continually updated during the life of field
- Advise the Asset/Operations Director in formally appointing a TEPU Guardian responsible for assuring the operational technical integrity of each SECE System and Sub-system
- Approve, in conjunction with the TEPU General Manager, the TEPU Technical Integrity Strategy document
- Propose annual Major Risks improvement targets and objectives (KPIs) and action plans to the TEPU Managing Director
- Drive the identification of SCB, SECEs and development of their associated Performance Standards
- Oversee the integrity of the installation via a network of SECE Guardians; interfacing with the Field Operation’s Division and the nominated Safety Environmental Critical Elements (SECE) Guardians for Wells, Pipelines, Tanks and High Integrity Systems (WIMS, PIMS and HIMS) to ensure all major integrity threats are identified, risk ranked, recorded, mitigated, monitored and resolved within the Company Technical Integrity system in order to provide management visibility on their timely resolution.
- Ensure, as custodian, that SECE design & construction documents (SECE identification and performance standards) and associated models together with Certification & Registration are maintained “as built” throughout the operational life of the installation
- Ensure that substantive changes to SECE operational integrity assurance activities shall be formally approved via the TEPU Change Management process
- Act as Management of Change champion for TEPU
- Ensure that the history of the SECE operational integrity assurance activities is recorded in UNISOL
- Coordinate and manage the independent verification of all SECEs
- Ensure all Major Integrity Threats are identified, risk assessed, have fully costed action plans; and are included within the TEPU Long Term Plan (LTP)
- Participate in the departmental budget preparation, revision and LTP processes.
- Chair the scheduled Technical Integrity Review Team (TIRT) Meeting
- Organise and facilitate the bi-annual Integrity & Major Risk Board (IMRB), on behalf of the TEPU General Manager
- Chair the 6 monthly HQ Africa geographical zone (DIG) Major Risks review meetings
- Monitor, update and issue E&P Corporate Integrity Major Risks (IMR) & the TEPU Integrity KPIs and dashboards to communicate the TEPU integrity status
- Publish an annual Integrity & Major Risk status report
- Liaise with HQ EP (OneTech and OneHSE) metiers as required to support TEPU activities.
- Liaise with other TEPU HSE entities as required to support TEPU activities
- Coordinate and manage technical integrity audits and ensure that all audit findings having a potential major consequence are reviewed and classified as a Major Integrity Threat where relevant HSE in Operations: Support/ ensure the introduction of Downgraded Situations in TEPU
Qualifications, Skills and Experience:
- BEng (Hons), BSc (Hons) or MSc in a technical field, preferably Chemical (Process) Engineering or Mechanical Engineering ·CEng/ Eur Ing/ PE or other recognised professional engineering body certification required
- Minimum 20 years of experience in engineering, operations, and / or production.
- Previous experience as a Technical Authority, including process safety experience, preferred
- Good knowledge of relevant national and international health & safety legislation, sufficient to offer sound advice without reference and detailed advice through reference to documentation
- Deep/ detailed knowledge of maintenance, inspection, production, design engineering, and technological risk assessment
- Critical analytical thinker; keen to share knowledge and collaborate across functions and operations; strong listening and communications skills; ability to influence through functional interface with operations
- Strong organizational, time management, analytical, problem solving, oral and written communication and interpersonal skills
- Excellent computer skills with proficiency in the use of Word, Excel and PowerPoint.
- Ability to work under very limited/ no supervision and function
- Ability to obtain and maintain appropriate medical and survival certificates – the jobholder is expected to travel to site as part of their duties, as required
