Job Summary:   The Project Manager will provide overall leadership and management of an Integrated Early Childhood Education (ECE), child protection, and livelihood project in Parolinya Refugee settlement. The project aims at supporting parents, communities, and early learning centers to increase access to quality early childhood learning at the ECD centers for children 3 to 8 years of age. Child protection and the livelihood of parents and ECD teachers will be mainstreamed. The Project Manager will ensure that the project deliverables are of the appropriate quality and are met within the project budget and timelines. The Project Manager will provide supervision and technical assistance to project staff and coordinate with humanitarian partners, civil society organizations, local government, and the national government.

 

Key Duties and Responsibilities:   The Project Officer will undertake the following roles and responsibilities:

  • Facilitate timely identification of project participants in collaboration with refugee and host community structures.
  • Ensure farmer groups are organized, supported to document, and raise advocacy issues related to agriculture and other livelihoods components in their day-to-day life.
  • Work with “Good Farmers” and relevant institutions/individuals for training, mentorship and skills building of project participants in food security and economic livelihood interventions.
  • Cooperate with “Good Farmers” to ensure systematic transition in farm management and sustainability thereof.
  • Timely implementation of capacity building initiatives for on-the farm workers and farmer groups using approved curriculum, manuals and guides.
  • Participate in budget execution, management and BVA meetings.
  • Conduct routine farm sites, and household visits to monitor animal and crop health, and give feedback to the project stakeholders.
  • Organize stakeholder quarterly reviews to realign processes and objectives
  • Regularly interact with community representatives and with direct project participants to discuss activities, shortfalls, and remedial action.
  • Participate in preparing quarterly and annual reports for submission to management and donors (KOICA).
  • Ensure quarterly documentation of project success stories and good practices
  • Consult with relevant District Local Government Officers and OPM to ensure alignment to government programs.
  • Ensure that the project resources are properly utilized; there is value for money and timely accountability
  • Represents ChildFund in relevant fora and seminars on matters of the Uganda Refugee and Host Community Integrated Resilience project.
  • Perform any other duties that may from time to time be assigned by the immediate supervisor.





Qualifications, Skills and Experience:

  • A Bachelor’s degree in Agriculture, Natural Resource Management, Social Sciences, Development Studies, Development economics, or any other related field or a Diploma in Agriculture with extensive livelihood experience.
  • Post-graduate qualifications in Project Planning and Management are an added advantage.
  • A minimum of three (3) years post qualification experience in a similar position working on community projects in humanitarian/emergency settings.

Required Competencies

  • Demonstrable aptitude for teamwork.
  • High level of interpersonal skills.
  • Coordination skills
  • Ability to communicate effectively both in writing and orally.
  • At least 5 years’ project management experience in an international NGO and in leading medium-to-large early childhood development programs in either emergency or development contexts
  • Experience managing high-quality donor funded project(s).
  • Experience working on humanitarian projects.
  • Good communication and interpersonal skills with ability to network and negotiate with partners and government bodies.
  • Strong facilitation and capacity building skills
  • Willingness to immerse into the Palorinya refugee settlement and regularly travel across the project sites.
  • Ability to ride motorcycles while conducting field activities.
  • Demonstrable experience in delivering interventions in humanitarian settings
  • Clear knowledge and understanding of Sphere standards and HAAP (Humanitarian Accountability to the Affected persons)
  • Ability to work in a multi-cultural/ethnic communities
