Job Summary: The Project M&E Coordinator is part of the Programme Development and Quality function and will ensure comprehensive and effective performance monitoring and evaluation plans are in place. The role will be held accountable for implementing all procedures as intended and ensuring that all reporting is holistic, comprehensive and timely to facilitate consistent project delivery and the achievement of the desired objectives.
Key Duties and Responsibilities:
KRA 1: Project Reporting.
- Follow up and coordinate with the implementing partners and ensure they timely prepare, submit the project quarterly reports, have them merged into one report and have the report shared with the donor following the agreed in country timelines and ensure donor feedback / comments are timely addressed and report shared back for approval.
- Work with the consortium Partners to come up with a joint agreed on project plan and ensure it is implemented to ensure smooth project start with all the key participants and stakeholders.
- Work with the project team, the MER and the grants compliance team to ensure the project start-up checklist is applied and all the necessary steps are followed to ensure a smooth grant / project set up in the system.
- Work with and support the project in both Kyangwali and nakivale including the transit centers i.e. Sebagoro and Nyakabande to ensure activity implementation reports are well prepared using relevant templates and filed in a timely manner for all Plan led activities
- Provide ongoing support for regular coordination and reporting in Plan International’s systems and platforms as required. Specifically, ensure the accurate and timely reporting of project results into the Project Management, Evaluation, Research, and Learning (PMERL) system
KRA 2: Research, evaluations and documentation
- Project Evaluations are timely, well planned and smoothly delivered with excellent development of ToRs, participation of partners teams, training of research assistants, data collection and analysis done, report is produced and findings plus recommendations disseminated to relevant stake holders and incorporated into Partners project implementation plans and activities
- Coordinate and follow-up partners to ensure they implement the approved research and documentation activities. Review, their tools and ensure tools are shared and approved by the donor, donor input incorporated in the reports and have final recommendations implemented
- Work and support implementing partners to ensure that Most significant change stories are collected from program participants and compiled to become part of end of quarterly reports and end of project evaluation report
- KRA 3: Project planning, implementation, monitoring and management
- Coordinate and lead the implementing partners in planning and implementation of agreed actions. This includes facilitating joint planning of partners to ensure synergies, collaboration and effective implementation.
- Coordinate and lead the partners to ensure that project joint monitoring and project quarterly review activities are implemented.
- Together with other Program Area / project team members, coordinates and supports the planning, implementation, monitoring, evaluation & learning initiatives for the projects
- Coordinates and Leads development of Projects indicators, monitoring frameworks, tools and guidelines
- Facilitates organisational learning by developing, collecting and disseminating relevant internal and external project information on monitoring, evaluation & research.
- Support partners in implementing the accountability mechanisms in accordance with Plan International’s procedures and framework. Additionally, work with partners to produce routine accountability reports and updates as required by Plan International Uganda
- Facilitates Training and Development activities and provides coaching and mentoring for Plan project teams and implementing Partner staffs on monitoring, evaluation, research and Learning aspects
- Prepares M&E quarterly progress reports on the Projects’ monitoring, evaluation & research initiatives for internal and external use
KRA 4: Build partner staff capacity in Monitoring and Evaluation
- Carryout mentorship and coaching of Implementing partner program teams on documentation and impact reporting
- Be part of the project steering committee team and provide critical feedback to partner implementing teams in respect to good practices in project monitoring and evaluation as key aspects of program management
- Supports Implementing Partner staff to manage project data base and other MER aspects within their organizations
- Coordinates and supports implementing partners M+E Leads to develop Project results frame work indicators, monitoring frameworks, tools and guidelines
KRA 6: Safeguarding, Gender Equality & Inclusion
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience:
- At least 5 years’ experience in working with children or implementing protection project targeting vulnerable communities with a minimum of three years’ experience in implementing humanitarian project in refugee settlement preferably with an International Non-Governmental Organization or National Organisation.
- Experience in managing consortiums of partners and implementing projects with partners, partners’ capacity building and CSO strengthening.
- Experience managing large, complex donor projects, at senior technical management level including working directly with the donor.
- Proven success in engaging and collaborating with diverse stakeholders including local governments, community leaders, donor officials, NGOs, OPM and UNHCR.
- Knowledge of UNHCR Activity info reporting and OPM URRMS reporting.
- Demonstrated leadership, versatility, and integrity
- Excellent communication, presentation, and writing skills in English
- Experience working in a humanitarian setting especially in refugee community/settlement
