About the Company:

Windle International Uganda (WIU) is an International Non-Governmental Organization managing Education programmes in refugee settlements in Uganda. WIU is the lead agency for education in 9 out of the 12 settlements, although we operate in all 12 settlements including Kampala. We work in close collaboration with Government of Uganda through the Office of the Prime Minister.

 

Job Summary:   The Livelihood Officer will be responsible for designing, implementing, and monitoring livelihood interventions targeting youth in refugee and host communities. The incumbent will ensure that livelihood programmes are contextually relevant, sustainable, and aligned with the overall strategic goals of Windle International Uganda.

 

Key Duties and Responsibilities:

Programme Implementation and Coordination:

  • Plan, coordinate, and oversee the implementation of livelihood interventions, ensuring timely and effective delivery of programme activities.
  • Identify and promote viable economic opportunities tailored to the specific needs of refugees and host communities.
  • Collaborate with relevant stakeholders, including government authorities, NGOs, UN agencies, and private sector actors, to facilitate livelihood support mechanisms.
  • Conduct capacity-building sessions, business development training, and vocational skills development for beneficiaries.

Monitoring, Evaluation, and Learning:

  • Develop and implement monitoring tools to track the effectiveness of livelihood interventions.
  • Regularly assess the socio-economic needs of target communities to inform programme design and adjustment.
  • Document best practices, lessons learned, and success stories to inform future programming and donor reporting.
  • Ensure proper data collection, analysis, and reporting on livelihood outcomes and impact.

Financial Inclusion and Market Linkages:

  • Promote access to financial services, including savings groups, microfinance, and business grants.
  • Facilitate market linkages for refugee and host community entrepreneurs to enhance value chain development.
  • Support the formation and strengthening of cooperatives and producer groups to improve collective bargaining and economic sustainability.

Policy Compliance and Reporting:

  • Ensure adherence to national and organizational policies, including safeguarding and gender inclusion principles.
  • Prepare and submit periodic progress reports, financial reports, and donor reports as required. Represent WIU in relevant coordination meetings, livelihood working groups, and community engagement forums.




Qualifications, Skills and Experience:

  • Bachelor’s degree in Development Studies, Entrepreneurship and Small Business Enterprise, Economics, Agriculture, Social Sciences, or a related field. A master’s degree is an added advantage.
  • Minimum of 5 years of experience in livelihoods, economic empowerment, or resilience-building programmes, preferably in humanitarian or development settings.
  • Experience working with refugees, host communities, and vulnerable populations in Uganda.
  • Strong understanding of market systems, financial inclusion, and entrepreneurship development.
  • Knowledge of Uganda’s refugee policies, economic development frameworks, and relevant international guidelines.
  • Proficiency in project cycle management, including needs assessment, implementation, monitoring, and evaluation.
  • Excellent stakeholder engagement, networking, and partnership development skills.
  • Strong analytical, problem-solving, and report-writing skills.
  • Ability to work independently, meet deadlines, and adapt to dynamic field conditions.
  • Proficiency in English; knowledge of local languages spoken in refugee settlements (Madi, Kakwa, Arabic, Dinka, Aringa and Acholi) is an asset.
  • Must possess a Class A Driver’s Permit and the ability to ride a motorcycle
