Job Summary: Our client is a parastatal company whose primary purpose is to generate electric power for use in Uganda and for sale to neighboring countries. The organization is entrusted with the critical mandate of sustainably generating reliable, high-quality, and reasonably priced electricity to drive socio-economic development. This is achieved through the implementation of various projects, including the development of hydroelectric power stations and other renewable energy initiatives.
The Estates Officer is responsible for the effective management and administering the organizations land, estates, facilities, property, and civil infrastructure portfolio, ensuring assets are fit for purpose; that the property/ civil infrastructure portfolio is actively managed according to best practices to minimize costs whilst ensuring all statutory obligations are met. Reporting directly to the Head Estates and Administration, this role involves overseeing the entire operation and maintenance lifecycle, from development, maintenance, operation, data collection, and implementing efficient systems for asset and property management. The Estates Officer ensures compliance with relevant regulations and best practices, enabling seamless access to historical and current information critical to the organization’s operations.
Key Duties and Responsibilities:
- Regularly undertake infrastructure asset condition, data analytics and analysis of the infrastructure operation, maintenance of Facilities and Estates.
- Promote awareness on the sustainable operations and maintenance of civil infrastructure/ property, estates and facilities.
- Develop systems, policies, procedures and projects to manage estates& facilities.
- Risk assessment and risk mitigation for Estates and Administration business Chain.
- Develop Bills of Quantities, technical specifications, and guidance on Estates developments in line with Administration guidelines and the governing Engineering Standards.
- Manage all outsourced estates, facilities, civil infrastructure/ property operations and maintenance works contracts in line with best practices and the Engineering standards.
- Actively monitor and maintain estates, facilities, land and properties in line with the company’s Administration guidelines and best practices.
- Monitor and Evaluate Supply, maintenance, and utilization of the company utilities, estates and facilities in line with Estates and Administration guidelines and standards.
- Conduct periodic maintenance of Estates and Administration infrastructure systems and generate status reports and database on maintenance requirements for forecasting and planning purposes.
- Design and prepare drawing layouts to support contracts; develop related BOQs, TORs and specifications to contribute to the solicitation documents and conduct appraisals.
- Verify quality and volume of works and recommend payments; verify shop drawings; verify and recommend materials; verify variation; establish the final account of projects and review performance of contracts.
- Inspect Estates and Administration facilities, infrastructure and buildings the company intends to rent to determine their conformity to the requirements.
- Maintain record of up-to-date database on tenancies/allocated premises and Assets/Estates management, their maintenance and allocation periods in line with best practices and guidelines.
- Develop systems/innovations/IT solutions to improve efficiency in performance of infrastructure complying with estates and administration regulations.
- Engagement with different stakeholders in line with estates and facilities management.
- Oversee contractors’ adherence to the plans and specifications for all Civil works.
- Participate in development, reviewing and implementation Estates Department Programs.
- Any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- An upper second Bachelor of Science degree in Civil Engineering obtained from a recognized academic institution or a related field or qualification.
- Post Graduate Qualification in Project Planning & Management and/or Contract Management, Facilities Management is an added advantage.
- Minimum of three or more years’ relevant experience in engineering practice with a reputable organization
- Strong understanding of building and Civil Engineering Projects and Estates Management
- Working knowledge of the Engineering Act, PPDA Act and other relevant legislation
- Knowledge of Uganda National Land policy and Uganda Land Act
- Past experience in the supervision of major civil works and or building projects
