Job Summary:   Building on recent successes with water programming in Uganda, Evidence Action is now looking to pilot a new program in Uganda from our : Reading Glasses for Adults. The goal of this pilot is to learn how to distribute reading glasses to target populations in the most efficient and cost effective manner. This pilot will have two different distribution models that we will be learning from: (1) distributing reading glasses through Village Health Teams (VHTs) and (2) distributing reading glasses through Evidence Action’s existing chlorine distribution activities.

This pilot aims to improve vision services in the community by increasing access to reading glasses. The Reading Glasses Pilot Coordinator will manage the Reading Glasses pilot activities in the program area, working closely with the Program manager while leading the implementation team to achieve the pilot goals.

Reporting to the Program Manager, the Coordinator position is a key field management role for the Reading Glasses pilot. The Coordinator plays an important role in leading program implementation & management at the field level to coordinate day-of logistics for approximately 20 distribution events per week. He/She will coordinate across the pilot team to deliver the various activities and outputs of the pilot to communities targeted by the pilot intervention.

This position is both an office and field-based position. The role requires 60% time in the office and 40% in the field.

Note this is a Temporary Position – 6 months

The incumbent will not have administrative supervisory responsibilities but will provide technical supervision and support to Program Implementation Officers working with the reading glasses pilot.

Key Duties and Responsibilities:

The incumbent responsibilities include:

Lead and Coordinate Trainings:

  • Train personnel on appropriate client interactions, data collection, and protocols
  • Schedule training sessions and ensure attendance compliance
  • Arrange training venues, materials, and equipment
  • Coordinate with relevant health professionals for specialized training
  • Assess trainee competency through practical evaluations
  • Address concerns or challenges related to screening procedures
  • Report on training effectiveness and recommend improvements

Logistic & Distribution Event Coordination:

  • Lead the planning and coordination of approximately 20 reading glasses distribution events per week
  • Assist field personnel with the execution of events and management of supplies
  • Manage event budgets and track expenses
  • Prepare reports on event success and areas for improvement

Stakeholder Engagement & Awareness Activities

  • Support/Lead engagements with District Local leadership, other relevant government leaders, relevant Civil Society Organizations, local communities and all other relevance and ensure that they fully buy in and participate in reading glasses pilot activities.
  • Collaborate with other Evidence Action departments and program teams, providing technical guidance and support supervision to the officers implementing the pilot
  • Share updates with relevant government leaders on the progress of the pilot
  • Develop context appropriate, tailored messaging around distribution events and training
  • Coordinate with district health officers and other external local actors to align on messaging and information campaigns.
  • Execute information dissemination campaign through radio, text, town criers etc.
  • Ensure cultural and language accessibility for all messaging.

Monitoring, Learning, and Evaluation

  • Ensure efficient and effective program data collection, administration and management in collaboration with Monitoring, Learning and Evaluation (MLE) department for various pilot activities.

Stock Monitoring and Management

  • Assess reading glasses quantity needs based on expected event turnout and screening procedures
  • Develop an inventory management plan to track stock levels before, during, and after events
  • Ensure proper storage of frames and lenses to prevent damage
  • Allocate screening kits and supplies to implementation officers

 

Key performance Indicators

  • Project management: Smooth coordination and execution of all components of the project from training to endline data collection.
  • Data management: Excellent and quality data management for program performance reports.
  • Distribution events are successfully executed as per program design
  • Distribution teams are coordinated effectively with productive feedback loops
  • Optimal stakeholder engagement from district to community level.





Qualifications, Skills and Experience:

  • This position requires a highly motivated individual who exhibits strong technical and leadership qualities, is results driven and oriented and with sound judgment, passionate and subscribes to the mission and the vision of Evidence Action.
  • Minimum or equivalent of Bachelor’s degree. An Advanced Diploma is a highly added advantage.
  • Fluency in English and local language spoken in the operational location, both spoken and written
  • At least 4 years of experience in public health and / or project management is required.
  • Experience in vision care, rehabilitation, or adaptive technology is an advantage.
  • Technical know how on project management and logistics
  • Excellent communication, public relations & stakeholders engagement skills
  • High-level discipline and good character while engaging with the community and their leaders, program teams and managers
  • Community service attitude/ Passion to work in a rural community setting
  • High level of integrity and stewardship
  • Embraces teamwork and enjoys working in a team environment as a team champion
  • Good computer skills, data entry and management skills
  • Positive attitude and an ability to thrive in a fast-paced work environment
  • Physical requirements
  • Ability to lift boxes/ supplies weighing up to 50 lbs is highly desirable, as the role requires managing inventory of reading glasses.

This role will be based in Mbale, Uganda
