Mission Aviation Fellowship is a worldwide Christian partnership that operates over 135 aircraft from bases in more than 30 countries, serving about 2,500 destinations; these aircraft are used to enable aid and development agencies, missions, national churches and other local groups, seeing people physically and spiritually reformed. MAF in Uganda has 7 aircraft based at Kajjansi airfield, where our office also is located. The flight program supports the ministries of over 400 organisations serving in Uganda, Congo and South Sudan.
Job Summary: Maintaining the Quality Assurance Programme and the Safety Management system in the MAF Uganda AMO in accordance with the expectations of the Uganda Civil Aviation Authority (UCAA) and MAF International
Key Duties and Responsibilities:
Overseeing the running of an effective Quality Management System in the MAF Uganda AMO by:
- Developing and embedding a proactive approach to quality, reliability and safety in technical operations;
- Performing ongoing Quality surveillance audits on the MAF Uganda AMO maintenance control system and maintenance carried out by or on behalf of the AMO
- Initiating and progressing to completion reports of non conformities and Corrective and Preventive Actions (CAPAs) to ensure compliance within the established timescale
- Develop and execute an annual quality plan including an audit schedule.
- Carry out annual QMS review process in accordance with the quality manual; This includes Identifying and highlighting quality, safety, security and reliability trends within technical and base operations and ensure these are relayed to the relevant operations team in a timely manner;
Ensuring that MAF Uganda AMO remains in compliance with applicable UCAA and MAF requirements by :
- Acting as the primary contact between the UCAA and the MAF Uganda AMO;
- Ensuring that Aircraft C of A’s, AMO renewals and other external inspections / audits are carried out in well managed fashion.
- Assessing and approving MAF Uganda’s suppliers and contractors;
- Issuing and managing Company Approvals for certifying engineers and other staff and oversee record keeping.
- Drafting manual updates, liaising with MAFI on manual updates and ensuring forms, procedures and documents are initiated or revised and distributed in accordance with The Regulations and MAF’s requirements and that they are approved / accepted by the authority as appropriate.
Promoting a “Quality Culture” and maintaining Just Culture processes within the Technical Operations department by:
- Actively engaging in the Maintenance department leadership team;
- Ensure all staff is current on Quality & Safety training covering QSMS system, regulations and manuals;
- Advising and providing independent reports to the Accountable Manager and MAF senior management on issues pertaining to Quality and Safety, including detailed analysis of quality and safety reports and trend analysis;
- Participate in the QSS team to ensure smooth QSMS processes, including collating and presenting the QSS budget annually, and managing it on an ongoing basis;
- Travelling to other countries in support of MAF Uganda operations as needed
Overseeing the Safety Management of MAF Uganda AMO by:
- Implementing and Maintaining the SMS procedures in accordance with the SMS Manual and the HSE manual and in conjunction with the MAF Uganda and MAFI QSS department.
- Encouraging and supporting a proactive approach to safety within the AMO,
- Participate in the Safety Action Group
- Maintaining the SMS database,
- Proposing corrective actions for safety hazards and non-conformities that affect safety;
- Advising managers on safety related matters, including the development and maintenance of safe operations;
- Leading the investigation of AMO safety related events, as appropriate;
- Making recommendations for the development of standards and procedures to eliminate or reduce risks;
- Providing safety training and advice to all personnel;
To participate in the spiritual life of MAF by:
- Attending corporate daily prayer meetings to hear about the work of MAF and to spend time in prayer and worship with other staff members
- Participating in spiritual sessions of prayer and biblical reflection within the team
- Demonstrating commitment to the vision, mission, values and beliefs of MAF
- Actively working and living in accordance with the evangelical Christian beliefs of MAF
- Maintaining your own spiritual development
Other reasonable responsibilities as may be required by your line manager
Qualifications, Skills and Experience:
Essential:
- A licensed maintenance engineer or equivalent
- Five year experience in an Aircraft maintenance facility or equivalent
- Proven excellent communication skills
- Background knowledge of Civil Aviation Regulations
- Logical thinker
- Computer literate
Desirable:
- Formal quality management certificate or training
- Knowledge of the organisational manuals required by a “Part 145” or equivalent maintenance organisation
- Management experience
