Job Summary:   The Monitoring, Evaluation, and Learning (MEL) Officer will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the organization’s projects. The MEL Officer will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the organization.

 

Key Duties and Responsibilities:

Monitoring and Evaluation:

  • Develop and implement monitoring and evaluation frameworks, tools, and systems.
  • Ensure proper data collection, data management, and reporting.
  • Track project activities, outputs, outcomes and impacts.
  • Conduct field visits to assess project implementation and provide feedback.

Data Analysis and Reporting:

  • Analyze qualitative and quantitative data to measure project performance.
  • Prepare reports for internal and external stakeholders, including donors.
  • Ensure timely and accurate reporting in line with organizational and donor requirements.

Learning and Knowledge Management:

  • Facilitate learning reviews and lessons learned sessions.
  • Promote the use of MEL data to inform project planning and decision-making.
  • Support the development of knowledge products, such as case studies and success stories.

Capacity Building:

  • Train project staff on MEL tools, systems, and processes.
  • Provide technical support and mentorship to project teams.

Collaboration and Coordination:

  • Work closely with program teams to ensure alignment of MEL activities with project goals.
  • Liaise with external stakeholders, including partners, donors, and consultants.




Qualifications, Skills and Experience:

  • Bachelor’s degree in Statistics, Quantitative Economics, Monitoring and Evaluation; or a related field.
  • Master’s degree in related field.
  • 5 years related experience, including work in quality management and quality improvement or measurement and evaluation; experience in the development and monitoring of health service protocols, training programs, and monitoring quality in resource-limited environments.
  • Must specify your preferred location/district for the position during application.
  • Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques, and establishing M&E systems
  • Excellent understanding and management of Data management systems such as DHIS2, etc.
  • Program Management: Experience in program management and administration, financial management, award compliance and sub award management, and tracking activity performance and costs.
  • Strategic thinking and decision-making skills.
  • Excellent analytical and problem-solving abilities.
  • Excellent communication and interpersonal skills for supplier and stakeholder engagement.
  • Proficiency in procurement software and Microsoft Office Suite.”
  • High attention to detail and accuracy in managing contracts and financial transactions.
  • Strong negotiation, contract management, and supplier relationship skills.
  • Familiarity with FCDO regulations and compliance requirements is a plus.
  • Minimally Required Organizational Competencies:
  • Software Applications: Advanced knowledge of MS Office products, including MS Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Organization culture: Proven experience of working in matrix organizations.
  • Passion for SRHR: Commitment to family planning, reproductive health services, gender, maternal – child health services, and eradication of harmful traditional practices.
  • Self-Leadership: Must be organized, dependable, results oriented and able to work independently and achieve results, with very minimal supervision.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
