Job Summary: The Case Management Worker provides high level technical expertise in the provision of quality individual child protection case management, psychosocial support, ensuring a beneficial impact in the lives of at-risk children and youth as a result of PIU’s project
Key Duties and Responsibilities:
KRA 1: Needs Identification
- Ensure that children who have been harmed or who are at risk are identified and that plans for providing appropriate support are developed:
- Work collaboratively with the rest of the Programme Area team to conduct Community mobilisation, Community Awareness and public community dialogues
- Organise, coordinate and resource, community sensitization on case management services
- Work with community-based leaders (e.g. refugee welfare committees, Child Protection Committees (CPCs), block leaders) and host community para-social workers, to receive referral on at-risk children
- Conduct Best Interest Assessment (BIA) and identify the needs of identified at-risk children.
- Conduct Best Interest Determination and present them to the BID panels for durable solutions.
- Identify, document and report all vulnerable at-risk children in the designated communities / settlements
KRA 2: Case Management
- Conduct quality Case Management process i.e. identification, assessment, individual case plan development, implementation, follow-up & review and closure:
- Provide Psychological First Aid (PFA) to Child at Risks including UASC
- Conduct door to door home visits on a daily basis for the identified at-risk children and understand their changing risks and needs. Based on the needs, revise the individual case plans.
- Provide basic counselling sessions / psychosocial support to individuals with protection concerns and their families
- Assess and identify case by case needs necessary to be provided to the identified at-risk children/.
- Work directly with other caseworkers and service providers on management of caseload and referrals. For instance:
- Family tracing and re-unification of separated children and un-accompanied children.
- Providing support when fostering or alternative care are required
- Ensure all record-keeping and reporting is carried out accurately, to a high standard, and on time:
- Write a case report for the identified at-risk children for proper data management.
- Write quarterly, monthly and weekly (sitrep) gender disaggregated staff activity reports.
- Capture correctly all cases identified in ProGres using the Child Protection Module.
KRA 3: Communicating for Influence
- Represent PIU in the community, building relationships and promoting PIU’s values and priorities:
- Ensure a good understanding of the Project Influencing & Communications Plan and any key messages that should be promoted
- Represent Plan International in community level meetings, at all times behaving in line with Plan’s values and Code of Conduct (CoC) to give a faithful representation of the organisation
- Participate in CP sub-sector working group meetings as appropriate and other community meetings primarily the monthly Case Management Meeting.
- Contribute to the development activities in relation to case management
- Support activities at Child Friendly Spaces and other activities under CP sector for the project
KRA 4: Partnerships & Networking
- Identify and work collaboratively with other organisations that are providing support and care; organise referrals and ensure that the vulnerable children and youth being managed are able to avail themselves of necessary services:
- Identify and build relationships with implementing partners, government stakeholders and CSOs at the settlement/community level to gain a good understanding of services that are available.
- Refer the identified at-risk children to other organisations with the capacity to provide specialized services which Plan International doesn’t provide
- Whilst complying with PIU’s data protection and confidentiality policies, communicate effectively with other Case Management Workers and service providers as part of conducting individual case management.
KRA 5: Team Collaboration
- Work collaboratively with colleagues in the Programme Area and contribute to the collective effort to achieve PIU’s Country Strategy:
- Regularly participate in case management conferences and meetings at field level with supervisor; work closely to ensure the child database is up to date every week
- Participate when requested in project design and review, feeding personal learning into the design of future strategies and making suggestions for how PIU’s impact and effectiveness can be improved
- Work collaboratively with colleagues engaged in community development and contribute towards monitoring and evaluation activities as requested
- When appropriate, participate in CP sub-sector working group meetings
- Consistently and proactively report concerns or incidents relating to the safety and security of Plan International field teams to Plan International management; liaising with community leaders and other external parties as required to maintain/enhance the security environment for Plan programs.
KRA 6: Safeguarding, Gender Equality & Inclusion
- Ensure that Plan International’s global policies for Safeguarding Children and program participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience:
- Minimum of Diploma or Bachelor’s degree in Social works, Development studies, Counselling, Psychology, or relevant discipline.
- Previous work experience in community development or with a CBO, NNGO INGO (preferably in child protection) in a refugee settlement.
- Experience working with communities, families, parents, youth, adolescents, and children, including child survivors of SGBV and unaccompanied and separated children in humanitarian contexts
- Experience with participatory approaches to protection, emergency preparedness, crisis/emergency relief management or other related areas. Experience in the country of assignment is an asset.
- Good knowledge and understanding of the DO NO HARM principles and established international child protection standards, particularly related to case management, alternative care, child friendly spaces, psychosocial support, and community-based child protection mechanisms.
- Knowledge and usage of Progres and BIP for case management is highly recommended.
- Knowledge of the local language spoken by the refugees and host community in i.e. Swahili, kinyabwisha, kikegere, lingala, French, Arabic, kakwa, madi, kuku etc.
- Knowledge of Plan International Uganda policies and procedures, Sphere Standards, Red Cross/ NGO code of conduct, and Child Protection Minimum Standards in Humanitarian Action.
