Job Summary:   Reporting to the Programme Specialist Women Peace and Security, with matrix management by the Planning, Monitoring, Evaluation & Reporting Specialist, and under the overall guidance and supervision of the UN Women Deputy Country Representative, the Programme Analyst will work closely with the Women, Peace, Security and Humanitarian Action (WPSHA) Team to provide support to the Country Office (CO) in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

 

Key Duties and Responsibilities:

Facilitate and substantively contribute to the incorporation of communications, monitoring and reporting into programme formulation:

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO.

Contribute substantively to the monitoring and tracking of results against country level targets and UN Women Strategic Plan:

  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Contribute to drafting and monitoring the CO Monitoring, Evaluation, and Research Plan.

Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Contribute to drafting donor and programme reports (both narrative and financial) alongside Programme Team colleagues;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, midterm reviews, and final evaluations;
  • Maintain a strong relationship with project donor, ensuring, with the Programme Specialist, that they receive regular updates, and promote the visibility of the donor through project communication materials.

Provide technical support to the CO in the implementation the UN Women and Evaluation Policies:

  • Coordinate the implementation of UN Women’s Communications and Evaluation plans in the CO;
  • Provide guidance to programme staff on evaluation guidelines;
  • Ensure communication between the CO and RO regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

Support the formulation and implementation of internal and external communications and advocacy strategies:

  • Prepare and conduct of communications needs assessments for the project and corporate change initiatives, etc.
  • Develop communication materials for marketing and awareness-raising campaigns, including project briefs and human-interest stories, press releases and storylines for publications and substantive articles contributing to debates on key development issues in coordination with the supervisor.
  • Provide inputs and research information in programme formulation to integrate advocacy and communication strategies into all aspects of UN Women’s WPSHA Programme.
  • Plan, implement and monitor WPSHA communication and media activities, including monitoring and collecting electronically all national news relevant to WPS.
  • Liaise and coordinate with Country office (CO) communications staff to ensure communication and media outreach strategy and activities align with the country level strategy and activities.
  • Support and prepare content for the website parts related to the WPSHA Programme ensuring consistent quality and appropriateness of the materials.
  • Maintain Project communication information database and photo library.

Contribute to knowledge building and capacity building:

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.




Qualifications, Skills and Experience:

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required;
  • Experience in Women, Peace and Security and Humanitarian Action is required;
  • Experience in communications for development projects/programmes is highly desirable
  • Experience in promoting the mainstreaming of gender equality and women’s empowerment in refugee response, disaster contexts and emergency situations is desirable.
  • Experience coordinating and liaising with government agencies and/or donors is desirable.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
