Job Summary:   Reporting to the Programme Specialist Women Peace and Security, the Programme Coordination Analyst is responsible for the day-to-day coordination of the Women’s Peace and Humanitarian Fund portfolio in Uganda, which includes coordinating relationships with national partners/grantees and stakeholders, and coordinating the monitoring and reporting, financial management and other resources of the portfolio.

 

Key Duties and Responsibilities:

  • Coordinate the Women’s Peace and Humanitarian Fund (WPHF) Portfolio
  • Coordinate the overall Portfolio work plan development and implementation according to the Strategic Note, WPHF Operational Guidelines and programme document;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the WPHF National Steering Committee and UN Women, in coordination with the WPS Specialist;
  • Coordinate convenings of the National Steering Committee on a semi-annual basis;
  • Establish systems for project planning, implementation and monitoring, in collaboration with grantees;
  • Record and maintain documents on relevant Programme activities, issues, and risks.
  • Guide coordination with national partners/grantees and other stakeholders:
  • Coordinate relationships with national partners/grantees to support implementation and expansion of the WPHF Portfolio, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners/grantees through technical assistance, mentoring, training and capacity development initiatives;
  • Act as the day-to-day focal point in Uganda for the WPHF Secretariat (in Geneva), responding to requests for information and keeping the designated Secretariat Programme Officer appraised of developments at country level.
  • Coordinate the monitoring and reporting on the WPHF Portfolios:
  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits;
  • Lead on drafting and providing inputs to annual and quarterly reports; coordinating the submission of grantee financial and narrative reports to ensure timely and accurate reporting, and liquidations;
  • Provide inputs from WPHF programme activities and results to Country Office and Cooperation Framework reporting.
  • Manage people and finances of the WPHF Portfolio:
  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating grantees, and ensure timely liquidations for all grantees on a quarterly basis;
  • Coordinate other members of the WPHF sub-team, including UNV Programme Officers, Programme Associate and Finance, to ensure streamlined and timely delivery across the portfolio.
  • Build partnerships and support in developing resource mobilization strategies
  • Provide inputs to the development of partnerships and resource mobilization strategies, especially in relation to expanding the WPHF portfolio;
  • Participate in working groups and coordination meetings on behalf of the Country Office, as assigned.
  • Advocate and facilitate knowledge building and management and communication
  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.








Qualifications, Skills and Experience:

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women Peace and Security and/or Humanitarian Action is required.
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
