Job Summary:   The Quality Assurance (QA) Coordinator will support the QA Advisor in ensuring the implementation of quality assurance and continuous quality improvement (CQI) activities across healthcare facilities supported by the USAID Urban Health Activity. The Coordinator will assist in the development and monitoring of QA systems, support capacity-building efforts, and collaborate with healthcare providers and district/city health teams to ensure the delivery of high-quality services in maternal, newborn, and child health (MNCH), family planning and reproductive health (FP/RH), malaria, global health security, and nutrition.

 

Key Duties and Responsibilities:

Support the Implementation of QA Frameworks and Systems

  • Collaborate+ with district health teams to assist in the rollout of QA frameworks, ensuring healthcare services meet national and international quality standards.
  • Work with district authorities to conduct facility assessments and provide feedback on the implementation of QA systems in public and private healthcare facilities.

Coordinate Continuous Quality Improvement (CQI) Activities

  • Partner with district health teams and facility staff to support CQI activities, including establishing quality improvement teams and tracking the progress of action plans.
  • Coordinate with districts to monitor CQI initiatives and document their impact on service quality and patient outcomes.
  • Support the Institutionalization of QA Mechanisms in the Private Sector
  • Engage districts in assisting private healthcare providers to develop and maintain QA mechanisms tailored to their service delivery needs.
  • Work with district offices to provide logistical and administrative support for QA initiatives, including organizing meetings and training sessions.

Capacity Building for QA and QI

  • Collaborate with districts to assist in training healthcare providers, facility managers, and district health teams on quality assurance and improvement practices.
  • Work with district teams to support workshops and mentorship programs that strengthen healthcare teams’ capacity to maintain high service standards.

Support Accreditation Processes

  • Work alongside districts to assist the QA Advisor in guiding private healthcare facilities through the accreditation process.
  • Ensure district involvement in aligning facilities with Ministry of Health (MoH) and national health standards during the accreditation process.
  • Promote the Adoption of National Quality Standards
  • Collaborate with district leadership to assist in advocating for the adoption of national quality standards across healthcare facilities in the project area.
  • Work with district QA and QI teams to align facility operations with national guidelines.

Monitor and Evaluate Quality of Care

  • Coordinate with district health offices to support the collection of data on the quality of care provided at facilities, identifying gaps and assisting in recommending improvements.
  • Collaborate with districts to track performance indicators related to MNCH, FP/RH, malaria, global health security, and nutrition services.

Support Documentation and Knowledge Sharing

  • Work with district health teams to assist in documenting lessons learned, best practices, and success stories from QA and QI initiatives.
  • Facilitate knowledge dissemination through districts to healthcare facilities and other stakeholders to inform policy and improve service delivery.

Stakeholder Engagement and Collaboration

  • Support districts in maintaining strong relationships with donor agencies, government bodies, and implementing partners.
  • Provide logistical and administrative support for meetings and events organized in collaboration with district stakeholders.

Support Risk Management Efforts

  • Collaborate with districts to assist in identifying potential risks related to QA initiatives and help develop strategies to mitigate them.
  • Ensure district involvement in the continuous monitoring of QA efforts to align with project goals and successful implementation.

 




Qualifications, Skills and Experience:

  • Bachelor’s degree in Public Health, Nursing, midwifery, clinical medicine, Healthcare Management, or a related field.
  • At least 5 years of experience in quality assurance, healthcare systems strengthening, or a similar role in public health or healthcare delivery.
  • Familiarity with healthcare quality standards and accreditation processes, particularly in Uganda or similar contexts.
  • Experience in supporting CQI initiatives, capacity-building efforts, and stakeholder engagement.
  • Experience working with both public and private healthcare providers is an advantage.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to work collaboratively with healthcare providers, district health teams, and external stakeholders.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and basic data analysis skills.

Others/Extra Details

  • Experience working with healthcare accreditation processes and developing QA systems in both public and private sectors.
  • Strong understanding of health service delivery in low-resource settings, with knowledge of Uganda’s healthcare system and national quality standards.
  • Demonstrated success in leading CQI initiatives, capacity-building efforts, and stakeholder engagement.
  • Proven ability to work with diverse teams, including government officials, healthcare providers, donors, and other partners.
  • Strong data analysis, reporting, and presentation skills, with experience in using quality monitoring tools and indicators.
  • Excellent communication, leadership, and project management skills.
