African Youth Development Link (AYDL) is the leading youth-focused not-for-profit Non-Governmental Organization (NGO) in Uganda on a mission to empower young people and youth to participate in governance and development decision-making processes at all levels. Established on 14th July 2009, AYDL advocates the implementation and reform of laws and policies for increased youth participation in leadership and democratic governance processes at local and national levels for progress and change in Uganda and beyond.

 

Job Summary:   The Human Resource Specialist will be responsible for overseeing HR functions, including recruitment, performance management, staff development, and compliance with labor laws. This role ensures the development and implementation of HR policies and procedures that foster a motivated and productive workforce. The HR Specialist will work closely with management to enhance employee engagement and create a positive organizational culture.

 

Key Duties and Responsibilities:

Recruitment and Staffing

  • Lead the recruitment process, including drafting job descriptions, posting vacancies, conducting interviews, and managing the hiring process.
  • Ensure timely and effective onboarding of new employees, including orientation, training, and induction into organizational culture.
  • Maintain a robust talent pipeline to meet organizational needs.

Performance Management and Staff Development

  • Oversee the performance appraisal process, ensuring alignment with organizational goals and individual development plans.
  • Develop and implement staff development programs to enhance skills, retention, and career growth opportunities.
  • Provide coaching and feedback to staff on performance and development needs.

HR Policy and Compliance

  • Develop, review, and update HR policies and procedures to ensure alignment with best practices and local labor laws.
  • Ensure compliance with labor laws, organizational policies, and donor requirements.
  • Advise management and staff on HR-related matters and mediate any workplace conflicts.

Employee Engagement and Wellbeing

  • Promote employee wellbeing and a positive organizational culture through various programs and initiatives.
  • Conduct regular employee satisfaction surveys and implement measures to address concerns.
  • Organize team-building activities and recognition programs.

HR Administration and Reporting

  • Maintain accurate and up-to-date HR records and employee files.
  • Prepare HR reports, including turnover rates, recruitment status, and training programs, for management and donor reporting.
  • Ensure the proper documentation of all HR-related activities and compliance with internal auditing requirements.





Qualifications, Skills and Experience:

  • Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
  • Professional HR certification (e.g., SHRM, CIPD) is a plus.

Professional Experience:

  • At least 3 years of experience in Human Resources, with a preference for experience in the NGO sector or development organizations.
  • Strong understanding of HR best practices, employee relations, and labor laws.
  • Demonstrated experience in managing recruitment, performance management, and staff development.

Skills and Abilities:

  • Excellent interpersonal, communication, and conflict-resolution skills.
  • Strong organizational and multitasking abilities, with attention to detail.
  • Ability to work in a collaborative team environment and build effective relationships with staff at all levels.
  • Proficiency in HR software and Microsoft Office Suite.
