Comprehensive Rehabilitation Services for People with Disability in Uganda (CoRSU) is a specialized rehabilitation hospital established in 2009 as a local NGO with the major objective of providing high quality rehabilitation and surgical services to people with disabilities in Uganda.

 

Job Summary:   The Head of Human Resources is responsible for Responsible for overall leadership and strategic direction in designing, developing and implementing strategies and systems to attract, develop, and retain committed and productive human resources to deliver CoRSU’s goals and the organization strategy.

 

Key Duties and Responsibilities:

Strategic HR Leadership and Policy Development

  • Spearhead the development of a forward-looking HR strategy that aligns with the Hospital strategy, reinforcing CoRSU’s mission through continuous enhancement of HR processes and systems to drive operational excellence.
  • Design, implement, and sustain HR policies, procedures, and tools that meet Uganda Labor law requirements and support CoRSU’s priorities, ensuring policies adapt to evolving organizational needs.
  • Oversee the creation and regular updating of HR manuals and handbooks, ensuring accessibility and relevance for employees and management to uphold standards and clarity in HR practices.

Budget Management

  • Lead the development of HR budgeting frameworks and provide comprehensive budget guidelines for departments and field offices to incorporate into their annual planning. Partner with finance to ensure that HR allocations are strategic, resource-efficient, and aligned with organizational priorities.
  • Lead comprehensive budget needs assessments for HR, ensuring alignment with organizational priorities and strict adherence to donor compliance standards in all HR-related reporting and documentation.
  • Oversee and manage the HR department’s budget, including strategic planning, forecasting, and allocation to ensure optimal resource use. Monitor departmental expenditures to align with budget authority while maximizing resource efficiency and impact.

Organizational Design and Change Management

  • Provide strategic support to managers on change initiatives and team-building efforts. Diagnose organizational challenges and collaborate with staff and leadership to identify impactful solutions that promote resilience and adaptability.
  • Gather and analyze data on the operational environment, including insights from staff surveys, to anticipate and address emerging HR issues, delivering actionable intelligence to guide management decision-making.
  • As an integral member of the Senior Management Team, shape and influence organizational objectives and transformation strategies, contributing insights to drive effective change management.

Stakeholder Management

  • Act as a trusted advisor to senior management, offering expert guidance on the interpretation and application of HR policies and procedures while ensuring adherence to legal and regulatory standards.

Performance Management and Development Advisory

  • Advise and equip managers and staff on effective performance management, linking evaluations to rewards and development, while leading the HR team in creating robust training and career growth plans for organizational success.
  • Develop and execute the training calendar, identifying and addressing training needs across the Hospital coordinating with departments, the Training and Development Committee, and the SMT.

Employee Experience and Work Culture

  • Oversee the execution of Employee Engagement surveys, develop an implementation plan addressing areas for improvement, and guide action plans to ensure effective alignment with organizational goals.
  • Champion a work culture that reflects the Hospital’s core values, fostering an ethos of integrity, service, and accountability across all levels of the organization.

HR Business Process Leadership

  • Provide technical expertise and a forward-looking approach to core HR processes—spanning recruitment, benefits management, compensation, onboarding, and leadership development. Champion innovative HR solutions that align with CoRSU’s organizational goals and enhance employee engagement and retention.
  • Design and implement a robust HR business partnering model, collaborating with line managers to deliver HR services that are responsive to departmental needs. Act as a strategic advisor, empowering line managers to achieve optimal performance and fostering a culture of accountability and support across the organization.
  • Oversee and manage HR Services provider contracts, such as medical insurance and other staff benefits, ensuring accuracy and timely renewals to support uninterrupted service and compliance with organizational standards.
  • Ensure the timely, accurate processing of staff payroll in strict accordance with statutory requirements, reinforcing CoRSU’s commitment to transparency and compliance in financial and personnel practices.
  • Conduct benchmarking exercises and work with the Job Evaluation Committee to ensure jobs are regularly updated.
  • Drive strategic utilization of Human Resource Information Systems, particularly E-AFYA to enhance HR resource efficiency, data accuracy, and decision-making capabilities. Ensure the system’s data integrity aligns with CoRSU’s operational needs and goals.
  • Support the development and implementation of the Occupational Health & Safety Management System including; risk management, incident management, injury management, first aid program and workers compensation and rehabilitation.
  • Oversee the disciplinary process and grievance management process to ensure equity in the implementation and adherence to the laws and HR Manual guidelines.

Legal Compliance

  • Uphold a rigorous approach to personnel data management, ensuring all employee records are securely maintained, complete, and compliant with data protection regulations to safeguard confidentiality.
  • Establish and maintain a productive relationship with CoRSU’s legal representatives to ensure compliance with local labor laws and regulatory requirements, safeguarding the organization’s legal standing.
  • Continuously monitor legal and regulatory changes affecting HR operations. Ensure CoRSU Hospital adheres to all relevant laws and regulations, proactively addressing potential compliance risks and taking timely actions to mitigate litigation risks.

Governance and Board Relations

  • Prepare and present Quarterly Program reports to the Board HR Committee.
  • Participate in the induction of Board members in their HR oversight role.
  • Provide periodic input and advice at board meetings on matters relating to HR.
  • Oversee the implementation of Board HR Committee resolutions.

People Management and Development

  • Recommend necessary training for the department’s staff development in line with the set strategies.
  • Developing and/improving on the KPIs with quantitative and qualitative objectives
  • Review and provide timely approval of work plans in the HR Department.
  • Carrying out performance reviews and management to all team members of HR.




Qualifications, Skills and Experience:

  • Master’s Degree in Human Resources, Industrial Relations, Industrial Psychology or any other related fields from a recognized institution.
  • Bachelor’s Degree in Social Sciences, Business Administration, Human Resource Management or any other business-related field from a recognized institution.
  • Certified Human Resource Professional is an added advantage
  • Must be a professional member of Human Resources Managers Association of Uganda.

Essential Experience

  • Minimum of Eight (8) years’ experience in Human Resources Management in an environment similar to CoRSU Hospital with at least five (5) years in supervisory position from a reputable Institution
  • Ability
  • Advanced experience with MS Office and HRIS.
  • Understanding of Uganda Labour Laws
  • Demonstrated knowledge of HR practices and development of HR procedures in NGO and Business Environment.

  • Ability to maintain confidentiality
