About USAID Project:
Youth Alive Uganda is a member of the Jhpiego led consortium implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.
Job Summary: The Gender and Youth Social Inclusion (GYSI) coordinator will coordinate and manage the routine project implementation. The GYSI coordinator will be responsible for support supervising the GYSI officers and ensure routine milestones are achieved. The GYSI Coordinator will support integration of gender, youth and social inclusion in all technical areas of the Urban Health Activity. S/he will be responsible for providing programmatic guidance and support to activity planning and implementation. The GYSI coordinator will ensure gender and youth mainstreaming in all program activities and will work closely with the other technical leads to ensure that gender and youth considerations are mainstreamed and budgeted for across their technical assistance, fostering inclusivity and addressing specific needs, interests and challenges of urban poor, marginalized youth and women groups
Key Duties and Responsibilities:
- Support programmatic design and direction to the project and target district stakeholders to;
- Implement plans, policies and programs for sustainable scale-up of High Impact Practices urban poor, marginalized youth and women
- Promote gender-sensitive MNCAH and Nutrition programming innovations and engagement with urban poor, marginalized youth and women groups.
- Expand and strengthen Continuous quality improvement efforts for care.
- Conceptualize, develop, coordinate and implement innovative GYSI strategies and interventions among project staff.
- Develop understanding of and to develop strategies to overcome gender-related barriers to accessing services, including men’s involvement and mobility limitations.
- Develop evidence-based, youth-focused and gender-sensitive and inclusive training materials and standards.
- Provide technical assistance, mentoring, and capacity building at the individual and organizational level in specific areas of expertise, including but not limited to youth, gender, and equity.
- Build appropriate youth, gender and inclusivity capacity for Urban health Activity staff, MOH and its other USAID local partners.
- Integrate community-based programmatic approaches to youth and gender equity and gender integration, including within behaviour change communication, community mobilization, advocacy, and engagement of community leaders/role models
- Provide cross-cutting technical guidance to ensure that youth and gender are adequately addressed in all activities
- Develop and maintain strong working relationships with USAID and the key line ministries and authorities in particular, MOH, KCCA, DLG and other USAID/local implementing partners, youth networks and groups, private sector partners, and other key stakeholders to maximize resources and avoid duplication of effort.
- Document and share project’s progress, achievements, and lessons learned to donors and other key stakeholders through meetings, conferences, and presentations.
- Effectively track and report data/results, including but not limited to gender- and age-disaggregated data working with Monitoring and Evaluation (M&E) staff to
- Perform other duties as assigned by the Technical and administrative supervisor(s).
Qualifications, Skills and Experience:
- Master’s degree in Public and community health, Health and social Sciences or demonstrated equivalent through experience.
- Minimum 3 years’ experience designing, managing and implementing programs in that seek to increase gender equality, empower women and girls, support youth programming and strengthen MNCAH and Nutrition service delivery
- Experience coaching and mentoring youth to engage in public speaking or leadership roles.
- Strong analytical skills, especially for conducting gender and youth analyses.
- A good knowledge of gender and global development issues, preferably with understanding of USAID’s approach to gender equality.
- Knowledge of USAID’s Youth Policy, positive youth development, adolescent- and youth- responsive health systems, and age- and life-stage tailored interventions.
- Familiarity with USAID regulations and policies and/or willingness to complete online learning or review documents.
- Understanding of USG localization policies and tools.
- Expertise with different monitoring and evaluation approaches, including qualitative methods.
- Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills.
- Strong writing skills, both for technical and program reports.
- Experience working with civil society organizations, governments, donors, and international organizations.
- Fluent in written and oral communication English.
