African Youth Development Link (AYDL) is the leading youth-focused not-for-profit Non-Governmental Organization (NGO) in Uganda on a mission to empower young people and youth to participate in governance and development decision-making processes at all levels. Established on 14th July 2009, AYDL advocates the implementation and reform of laws and policies for increased youth participation in leadership and democratic governance processes at local and national levels for progress and change in Uganda and beyond.

 

Job Summary:   The Finance Officer will lead AYDL’s financial operations, ensuring compliance with donor regulations, organizational financial policies, and international accounting standards. This role requires effective management of financial transactions, accurate reporting, and budget oversight to support programmatic and operational goals.

 

Key Duties and Responsibilities:

Financial Management

  • Process and oversee daily financial transactions, including payments, disbursements, reconciliations, and cash management.
  • Develop, monitor, and update project budgets, ensuring alignment with program goals and donor requirements.
  • Maintain accurate financial records and ensure proper documentation for all transactions in compliance with organizational and donor policies.

Reporting and Compliance

  • Prepare timely and accurate financial reports for internal use and submission to donors, adhering to established templates and reporting timelines.
  • Ensure compliance with USAID regulations, organizational financial policies, and international accounting standards.
  • Maintain up-to-date knowledge of donor-specific compliance requirements and address any financial queries or concerns promptly.

Audit Preparation

  • Coordinate external and internal audit processes by preparing necessary documentation, addressing audit queries, and ensuring accessibility of required records.
  • Implement audit recommendations and monitor adherence to corrective measures.
  • Collaborate with program teams to address financial findings and improve financial management practices.

Capacity Building

  • Provide financial training and guidance to program staff and implementing partners to ensure understanding and compliance with financial policies, donor regulations, and reporting requirements.
  • Support program teams in developing and monitoring project-specific budgets and financial plans.

System and Process Improvement

  • Ensure the use of appropriate financial software for processing and reporting transactions.
  • Identify and recommend improvements to financial systems, processes, and procedures to enhance efficiency and accountability.





Qualifications, Skills and Experience:

  • Bachelor’s degree in Accounting, Finance, or related fields; CPA, ACCA, or equivalent certification is strongly preferred.
  • A minimum of 3 years’ experience in financial management, preferably within the NGO sector or in USAID-funded projects.
  • Proven experience with financial software such as QuickBooks, SAP, or similar systems.
  • Strong analytical skills with attention to detail and the ability to present financial data effectively.
  • Demonstrated knowledge of USAID financial policies, regulations, and reporting requirements is an advantage.
  • Proficiency in Microsoft Excel and other analytical tools.

  • Excellent organizational and time management skills to handle multiple tasks and meet deadlines.
  • Strong interpersonal and communication skills to work collaboratively with diverse teams and stakeholders.
  • Problem-solving abilities to address financial discrepancies and improve processes.

Physical and Other Requirements

  • Ability to work in a fast-paced environment and travel to field offices as needed.
