Popp currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary:   The U.S. Mission in Uganda is seeking eligible and qualified applicants for the Safety Program Coordinator in the Facilities Section.

 

Key Duties and Responsibilities:

  • Incumbent serves as the Post Occupational Safety and Health Officer (POSHO) assistant (senior level) with responsibility for assisting the POSHO in carrying out the day-to-day functions of the Office of Safety Health and Environmental Management (SHEM) and Office of Fire Protection (FIRE) programs at post as required by 15 FAM.
  • Directly inspects and evaluates all government owned, newly leased, and existing properties to ensure they meet SHEM and FIRE requirements.
  • Conducts numerous safety surveys, prepares reports and conducts follow up inspections to ensure compliance.
  • Individual maintains a statistical database and hazardous materials inventory.
  • Acts as the post fire warden and organizes or assists post fire marshal in executing fire drills, investigates, and reports fire related occurrences to Washington.
  • Corrects all infractions found by OBO/SHEM, OBO/FIRE, Annual Inspection Summary (15 FAM), and other investigations. Serves as a COR for safety related contracts.

SHEM and FIRE Programs – Investigation and Loss prevention (30%)

  • Reports findings on the prevalent safety conditions and prepares lists of deficiencies and recommends corrective actions.
  • As part of the quality control effort, reviews work plans, engineering drawings, specifications, and manufacturer data, O&M manuals, codes, balances scorecard tracking and reporting and other available guidelines to ensure compliance with requirements for government owned and leased properties.
  • Develop and implement safety strategies and long-term safety goals for the organization.
  • Determines methods for correcting identified safety and fire hazards, and coordinates to implement solutions.
  • Prepares reports of findings and recommendations and oversees completion of hazard abatement.
  • Manages the functions of the OBO/SHEM and OBO/FIRE, programs at post, as required by 15 FAM 900 and 15 FAM 800.
  • Ensures POSHO certifications are routed to the POSHO to be completed in accordance with 15 FAM 971. Ensures that SMARTS data is entered and completed after each SHEM assessment visit.
  • Assists post in managing overseas standards and programs required by 15 FAM 950. These may include, but are not limited to, the Asbestos Management Program, Hazardous Waste Program, Non-residential and Residential Safe Drinking Water Program, Confined Space Program, Swimming Pool Safety Program, Indoor Air Quality Program, Lead Paint Policy, Underground Storage Tanks Program, Motor Vehicle Safety Program, Post Integrated Pest Management Program, Carbon Monoxide (CO) Program, Work De-Energized Policy, Lockout-Tagout Program, Weapons of Opportunity Hazards Program, Residential Safety Programs, seasonal make ready for residences and recreational Safety Programs, etc.
  • Conducts investigations under the direction of the POSHO for all mishaps involving fires, injuries, illnesses, motor vehicle collision, property loss, environmental contamination, and develops corrective actions to prevent reoccurrence.
  • Reports all mishaps in the Mishap Reporting System in accordance with 15 FAM 964 requirements.
  • Investigates employee complaints regarding hazardous conditions or equipment and institutes operational guidelines for post personnel to prevent occurrence/reoccurrence.
  • During construction and renovation projects ensures that contractors have and adhere to a safety plan that protects both post personnel and contractors. Reports unsafe conditions to the POSHO and/or COR.
  • Performs basic fire investigations and analysis of cause. Tracks mishap trends and reports them to the POSHO and SHEM committee.
  • Supports the other Assistant POSHOs in the Mission or regional bureau when required. Solves queries and handles escalated issues.
  • Maintains and provides data on engineering matters related to procurement of materials and services, assists in preparing requisitions, supports regional training held by post, FIRE, and SHEM visits, and keeps extensive safety program records on file and up to date as per 15 FAM 966.
  • Maintains files in accordance with 15 FAM 966. Keeps the SHEM reference library current and maintains safety data sheets (SDSs) for each product.

Inspections (30%)

  • Performs inspections of post’s real property and reports to the POSHO on emergency repairs for all cases that require immediate attention.
  • Upon identifying hazards, reports the deficiencies, and recommends solutions that can be taken by the appropriate trade supervisor or by an outside contractor. Initiates required work order or other procedure as needed. Follows up on completed work and sends necessary report/update to the POSHO.
  • Assists POSHO, finding an appropriate contractor for annual inspections of residential grounding systems to include the main electrical panel and electrical feed to ensure residences are safe for occupancy.
  • Conducts annual safety inspections on all residences, inspecting the fire extinguishers and smoke detectors according to 15 FAM 813.6; and carbon monoxide alarms.




Qualifications, Skills and Experience:

Education Requirements:

  • Bachelor’s degree in safety and health, engineering, architecture, or facilities management.

Experience:

  • Four years of experience in the maintenance or construction field performing repair work or in the field of occupational safety working as a construction supervisor or quality control assurance inspector or POSHO assistant.

Language:

  • Fluent English; speaking/reading/writing, may include the ability to translate

Job Knowledge:

  • A good understanding of local occupational safety and health regulations.
  • Knowledge of local construction policies and local labor laws.
  • Specialized knowledge of occupational safety and health standards, safety regulations, industry safety practices, accident prevention techniques, methods of assessing safety hazards and controls, safety implementation techniques and industry best practices to minimize hazards.
  • Knowledge of investigative techniques for conducting investigations for all types of mishaps including accident investigations.

Skills and Abilities:

  • Good working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook) and database management, spreadsheets, etc.
  • Must possess excellent written and oral skills to conduct training and drafting of materials and reports in the performance of duties, Mathematical skills to analyze safety related data and a basic understanding of statistics for analyzing trends is required.
