Job Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the Bodyguard Supervisor position in the Regional Security office.
Job Overview: Serves as the Bodyguard (BG) Supervisor over the Protective Security Unit in the execution of protective security (i.e. BG) operations for the U.S. Ambassador/ Chief of Mission, and other designated or visiting U.S. government officials as directed. Under the supervision of the Regional Security Officer, provides supervisory oversight of personal protective services personnel attached to the BG unit. Serves within any capacity of the BG Unit, providing close protection and site advance services to the U.S. Chief of Mission (COM) to US Embassy Kampala in order to protect him/her from harm.
Key Duties and Responsibilities:
Supervision – 50%
- Supervises all BG personnel and addresses all administrative matters. Makes operational decisions in concert with the RSO or ARSO. Documents security incidents.
- Staffing Matrix/Scheduling – Plans and organizes the work and schedules for BG personnel. Monitors daily and weekly movement requests to develop daily and long-term staffing matrixes that efficiently meet the operational demands of the Mission. Develops a staffing matrix that equitably manages BG personnel availability (e.g. vacation requests, the potential for sick leave, holidays, etc.) while ensuring adequate coverage (the daily operations matrix must be developed in an equitable and transparent manner that maximizes the efficient use of personnel and resources, while minimizing overtime expenditures and reducing BG fatigue). Schedules personnel and resources (i.e. vehicles) to adequately support protective security missions throughout Uganda. Proactively addresses movement requests and assigns the proper security assets to ensure that post’s movement security posture is commensurate with the current threat environment.
- Performance – Assists the RSO or ARSO in monitoring the welfare, morale, and professional development of BG personnel. Conducts counselling sessions and individual performance evaluations with BG personnel. Documents performance concerns. Assists the RSO or ARSO in drafting Employee Performance Evaluations (EPRs).
- Training – Identifies all BG training requirements and professional development activities. Ensures that personnel maintain a working knowledge of emergency first-aid and CPR techniques. Participates in initial and annual training, workshops, seminars, exercises and periodic drills, which include emergency first aid, CPR, and simulated emergency response scenarios.
Administration – 25%
- Budget – Monitors the annual BG budget and ensures that operations are performed within the constraints of the fiscal budget. The BG Supervisor maintains a close working relationship with the RSO or ARSO, post’s Budget and Finance section, and other stakeholders involved with BG funding issues.
- Motor Vehicles – Ensures that vehicle documentation and forms (e.g. OF-108 Daily Vehicle Usage Reports) are accurate and thorough. Ensures that vehicle accidents are documented (DS-1664) and that the responsible parties are debriefed by the RSO or ARSO. Closely coordinates all vehicle repairs and maintenance with the General Service Office (GSO). The incumbent ensures that vehicles are properly equipped with safety and security devices.
- Procurement – Assists with procuring new equipment and identifies critical items requiring procurement. Ensures that all equipment is properly labelled, documented, and safeguarded. Documents and reports lost, stolen, or damaged equipment must be documented and reported to the RSO or ARSO.
Site & Security Surveys/Motorcades – 15%
- Plans and conducts security surveys, threat assessments, and security analysis. Edits, disseminates, and maintains written instructions to support the RSO or ARSO’s mission (i.e. comprehensive written security surveys, orders, inclusive of route plan, region, and venue analysis). Works closely with the RSO Office to proactively reroute motorcades from potential areas of instability. Serves as the BG’s primary advisor to the RSO or ARSO. In this capacity, the BG Supervisor produces venue assessments and area analysis of potential “soft-targets.”
- Functions as the primary liaison for communications with host-nation security apparatus, foreign security services, and local businesses. Coordinates security measures with local entities to enhance post’s movement security posture. Drafts reports for the RSO or ARSO regarding daily duties, equipment, expenses, and any irregularities. Travels to various locations in the host country to provide protection support.
Liaison & Other – 10%
- Establishes, maintains, and builds relationships with mid-level and senior Ugandan officials from law enforcement, protocol, and local security elements in order to facilitate effective protective security operations and maintain good relations for the U.S. Embassy protection team.
- This position may serve as a driver for the protectee (in emergencies, e.g., an incapacitated limo driver) and should have high skills of defensive driving techniques.
Qualifications, Skills and Experience:
Education Requirements:
- Completion of high/secondary school is required. Host government Driver’s License to operate a manual transmission Sport Utility Vehicle is required.
Experience:
- A minimum of four (4) years of private sector, government, police, or military experience in one or more of the following categories: bodyguard, armed escort, law enforcement officer, combat arms or infantry soldier, or
- other related professional security experience; must include at least one (1) year of experience as a supervisor in the aforementioned categories.
Language:
- English level IV (Fluent) Reading/Writing/Speaking is required.
- (Luganda or Kiswahili) level IV (Fluent) Reading/Writing/Speaking is required
Job Knowledge:
- A thorough knowledge of defense measures to be used in the event of a terrorist attack, such as that learned in the military or law enforcement training. Knowledge in medical, fire, hostile attack, defensive and emergency driving procedures. Must be familiar with Ugandan police service, military, security and other government offices to ensure effective liaison and to facilitate effective protective operations including advance and motorcade operations.
Skills And Abilities:
- Ability in leadership and interpersonal relations.
- Skill in safely operating an armored vehicle (if available).
- Ability to work on a computer.
- Ability to work variable shifts, 24 hour on-call schedule.
- Ability to travel outside capital city on an as needed basis.
- Ability to administer emergency first aid and be qualified in AES/CPR.
- Ability to be alert, exercise fast reflexes and active thinking, implement excellent observational skills, adaptation, take decisive actions and stay calm in dangerous situations.
- Skill in the use of a firearm.
- Ability to maintain physical fitness and endure frequent travel, long working hours in a stressful working environment while maintaining the above standards
