About the Safe Water Team

Evidence Action’s  program provides safe drinking water to over 10 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that water treatment reduces all-cause child mortality by about 25%. Evidence Action’s designs deliver safe water at the source in rural settings through its established Dispensers for Safe Water (DSW) and newly launched In-Line Chlorination (ILC) interventions. Over the past year, we’ve more than  in East Africa and are exploring expansion into new countries, as well as developing an innovation agenda through our  process to develop the next generation of safe water programs.

 

Job Summary:   The Safe Water Coordinator – ILC will manage the ILC implementation activities in the Safe Water Program areas working closely with the Program manager and the program Area Coordinators while leading the implementation team to achieve the program goals

 

Reporting to the Program Manager, the coordinator- In-Line Chlorination(ILC) position is a key field management role for the Safe Water Program. The Coordinator is part of the Safe Water Program management team and plays an important role in leading program implementation & management at the field level. He/She will lead field teams to deliver the various activities and outputs of Safe Water Program to communities served by the ILC intervention.

This position is both an office and field-based position. The role requires 50% time in the office and 50% in the field during Expansion Phase and 60% and 40% during Maintenance Phase.

Direct reports

The incumbent of this position will directly supervise Lead Field Officers, CSAs, Field Officers and in some cases Engineering Officers.

 

Key Duties and Responsibilities:

  • This position requires a highly motivated individual who exhibits strong technical and leadership qualities, is results driven and oriented and with sound judgment, passionate and subscribes to the mission and the vision of Evidence Action.
  • The incumbent responsibilities include:
  • Conduct relevant stakeholder meetings at district, county, and/or sub county levels to ensure buy-in of local stakeholders into the ILC – Safer Water Program
  • Lead the field teams in the execution of Safe Water Program ILC activities such as Community/stakeholders Sensitization meetings, Device -ILC installations, calibration, reinstallations, and device maintenances among others.
  • Develop Activity work plans, budgets and quality reports for field activities and ensure execution of the planned activities, in line with approved plans, budgets, targets, and timelines.
  • Ensure that chlorine dose checks are regularly conducted to all water points installed with ILC devices by managing field teams to timely address all technical issues of ILC devices to avoid uninterrupted safe water supply by the benefiting communities.
  • Ensure efficient and effective program data collection, administration and management in collaboration with Monitoring, Learning and Evaluation (MLE) department for various ILC activities.
  • Facilitate Field teams training in all relevant field activities in liaison with support functions/departments.
  • Closely work with the Engineering Department for smooth ILC devices assembly and delivery for installations.
  • Prudently manage field finance expenses with proper accountability and transparency, in line with the finance policy and donor requirements.
  • Manage a team of Lead Officers, CSAs plumbers through supervision, mentorship & coaching to deliver high quality community engagements.
  • Take delegated responsibilities in logistical and field operation planning, supervision and reporting and other responsibilities as delegated by the Program Manager.

 

Key performance Indicators

  • Program management: Consistent growth of ILC device functionality rates through regular chlorine supply and hardware functionality.
  • Data management: Excellent and quality data management for program performance reports.
  • Program cost management: Maintain/improve cost effectiveness of Safe Water Program by closely monitoring and controlling operational costs; e.g., logistical costs (motorbike maintenance, field transport costs, etc.)
  • Program Finance management: Ensure sufficient funds available for field activities and office expenses.
  • Budget management: Ensure that activity implementation is maintained within the budget.
  • Financial Accountability: Ensure that all funds are utilized for their intended purpose and accounted for within the times stated in the financial policy.
  • People management: Maintain effective supervision and team leadership for maximum program outcomes and contributions towards achieving the organizational vision and mission.





Qualifications, Skills and Experience:

  • Minimum Bachelor’s degree in Social Sciences, Development Studies, Engineering or equivalent. An Advanced Diploma in Technical course related to Water systems management/sector is a highly added advantage
  • Fluency in English and local language spoken in the operational location, both spoken and written
  • At least four (4) years of experience in management of community WASH – development project activities with an NGO, community-based organization or social enterprise
  • Technical knowhow on water delivery schemes and treatment in the water sector
  • Excellent communication, public relations & stakeholders engagement skills
  • High-level discipline and good character while engaging with the community and their leaders, program teams and managers
  • Community service attitude and passion to work in a rural community setting
  • High level of integrity and stewardship
  • Embraces teamwork and enjoys working in a team environment as a team champion
  • Good computer skills, data entry and management skills
  • Positive attitude and an ability to thrive in a fast-paced work environment
  • Working conditions
  • This position is both an office and field-based position. The incumbent will spend 50% of their time in office and 50% in the field during Expansion Phase and 60% and 40% during Maintenance Phase.
  • The position may occasionally require climbing onto certain water storage tanks.
