About Organisation:
The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda III” which is co-funded by the European Union. The main objective of the programme is that relevant state and non-state actors better fulfil their respective roles in terms of accountability, the implementation of good governance principles and the realization of human rights. The programme focuses on three main areas: 1) Strengthening Accountability 2) Strengthening Human Rights and 3) Civil Society in Uganda Support Programme II (CUSP II). CUSP II focuses on: (1) a more conducive regulatory and operational environment for civil society, (2) strengthening meaningful and structured participation of civil society in inclusive sub-national and national development processes and (3) enhancing the responsiveness, sustainability, and resilience of civil society organisations (CSO). CUSP II builds on its predecessor CUSP I and continue to make linkages to priority areas under the EU MultiAnnual Indicative Programme (MIP) and German development cooperation. CUSP II is primarily implemented through programme hubs in Kampala, Gulu and Mbale.
Job Summary: GIZ is recruiting an Advisor Green and Climate Transition – Strengthening Governance and Civil Society Programme III: component – Civil Society in Uganda Support Programme II (CUSP II) to support the implementation of activities in the programme.
Key Duties and Responsibilities:
Advisor Green and Climate Transition will be responsible for:
- Supporting civil society in the areas of green and climate transition.
- Advising CSOs throughout Uganda on interventions and cooperation on the protection of natural resources and biodiversity, circular economy and climate change adaptation.
- Enabling CSOs to participate in dialogue and development processes to represent the interests of their members and beneficiaries as well as to fulfill their role as independent actors more effectively throughout Uganda.
- Planning, implementation, monitoring and reporting on activities in line with the mandate of the programme.
- Representing the programme together with the line manager in close cooperation with all relevant actors active on the programme.
The Advisor Green and Climate Transition performs the following tasks:
Specific Tasks
Strategic and conceptual work:
- Support the strategic alignment of interventions with the programme’s goals.
- Maintain existing partnerships with CSOs and establish new partnerships with CSOs, where applicable, with a focus on CSOs working in the area of green and climate transition in rural and urban areas throughout Uganda.
- Maintain and identify new entry points for CSOs’ participation in development and service delivery processes in green and climate transition at sub-national and national levels.
- Cooperate closely with the technical advisors in the programme and other GIZ programmes.
- Support the line manager in the design of strategic sustainable development approaches and in planning processes.
Operational work
- Conduct Organizational Capacity Assessments (OCA) with new partners, where applicable.
- Provide technical support to the development and implementation of different cooperation modalities with partners throughout Uganda.
- Provide technical advice on meaningful participation in policy dialogues and development processes to CSOs regarding green and climate transition, including protection of natural resources and biodiversity, circular economy and climate change adaptation.
- Support CSOs in drafting position papers and implementing accountability tools for the generation of evidence-based input participation processes and dialogue formats.
- Provide technical advice and support to CSOs in connecting the priority area green and climate transition to other priority areas of the EU’s MIP.
- Provide technical advice on mainstreaming of cross-cutting issues including gender, youth, empowerment of marginalized groups and others.
Communication
- Ensure regular, transparent and proactive communication within the team, including administrative staff, and with other programme hubs.
- Ensure open, timely and smooth communication with programme partners and other GIZ programmes.
- Support the internal and external representation of the programme in coordination with the communication focal person in the hub, the Communication and PR Officer of the programme and the line management.
- Contribute to the communication work of the programme by providing input to and develop ideas for communication materials such as Twitter posts, articles and other interventions, and forward them to the communication focal person in the hub and the Communication advisor of the programme.
- Ensure visual documentation of activities, collection of stories and other relevant material with the appropriate consent.
Administration and Reporting:
- Active participation in monitoring the programme and exchanging experiences and lessons learnt with other colleagues.
- Provides timely input to M&E and reporting requirements, including means of verification.
- Take over administrative tasks for the smooth implementation of the programme in coordination with the administrative officer and line management.
- Provides relevant information to the line management for financial monitoring
- Plan and organise regular trips to programme districts.
- Support partners in the administrative implementation of meetings, workshops and similar interventions.
- Ensure the timely and diligent update of GIZ’s reporting and monitoring tools.
Other duties/additional tasks:
- Deputize for other technical advisors in the programme.
- Actively contributes to the digitalization of programme processes.
- Flexibility to work at different locations in different (mobile) conditions and extensive travel throughout Uganda
- Ensure that all his/ her tasks are executed in alignment the regulations of GIZ and with the data protection regulations of Uganda, Germany and GIZ.
- Performs other duties and tasks at the request of management
Qualifications, Skills and Experience:
- Bachelor’s degree in Environmental Science/Studies, Natural Resource Management, Climate Change or Biodiversity Management/ Protection
Details of experience
- 5 years professional experience in management of natural resources, biodiversity, circular economy or climate change adaptation.
- Minimum 3 years working experience advising civil society organizations and/ or governmental institutions.
- Profound knowledge of policy frameworks related to green and climate transition such as the third National Development Plan and related sector strategies, Uganda’s Nationally Determined Contributions and the country’s Green Growth Development Strategy.
- Experience and/or ability to work in an intercultural team.
- Experience in qualitative and quantitative research, data collection and data analysis.
- Professional experience in results-oriented project planning, monitoring and evaluation.
- Experience in the design and steering of change processes.
- Experience in the design and facilitation of workshops and training.
Knowledge, skills and competences
- Knowledge and experience in gender mainstreaming, empowerment of youth and marginalised groups.
- Excellent command of both written and spoken English language. Knowledge of local languages spoken in Eastern Uganda is an added value.
- Excellent people skills and ability to negotiate between different stakeholder groups.
- Excellent working knowledge of Microsoft Teams, Sharepoint, Microsoft Word, Outlook, Excel and Powerpoint.
- Self-drive, creativity, and problem-solving capacity are required.
- Able to work independently, responsibly and target oriented, including under remote management.
