AIRD’s objective is to offer operational support, including but not limited to supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development-oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments
Job Summary: The Monitoring and Evaluation (M&E) and Capacity-Building Senior Officer is key in developing, implementing, and monitoring M&E activities within the Uganda programme. This position focuses on building staff capacity in M&E processes to ensure that projects are rigorously evaluated and refined based on data-driven evidence.
The Officer will work closely with the Programme Coordinator, Operations Manager, and sub-office managers to align M&E efforts with strategic objectives and ensure compliance with reporting standards. Key responsibilities include conducting data analysis, preparing reports, tracking key performance indicators, and documenting lessons learned. The officer will also facilitate learning across the program, fostering a culture of continuous improvement and informed decision-making. The role is also a key contributor to the development and implementation of strategic and business plans.
Key Duties and Responsibilities:
M&E Framework Development
- In collaboration with the program coordinator and the operations manager, design and implement an M&E framework that aligns with project goals and organizational strategies.
- Conduct baseline surveys in all the different project areas in coordination with the program coordinator.
- Develop clear and measurable indicators for assessing program success.
Data Collection and Analysis
- Oversee data collection processes, ensuring the reliability and validity of information gathered.
- Analyze qualitative and quantitative data to evaluate program performance and impact.
Reporting
- Routine reporting on all specified platforms, including monthly and quarterly reports, both internal and external.
Learning and Adaptation
- Facilitate regular reflection sessions with project teams to discuss M&E findings and promote a culture of learning and adaptation.
- Contribute to knowledge management by documenting lessons learned and best practices.
- Facilitate learning processes to identify gaps and contribute to ongoing improvement of projects.
Capacity-Building
- Contribute to the development and the conduct of training sessions and workshops on M&E methodologies, tools, and best practices for staff and partners.
- Create resource materials to support ongoing capacity-building efforts.
- Provide technical assistance and mentoring to program staff to enhance M&E competencies.
- Foster an environment that encourages inquiry and proactive problem-solving around project implementation improvement.
- Promote a culture of evidence-based decision-making throughout the organization.
- Collaborate with teams to integrate M&E processes into project planning and implementation.
Collaboration and Stakeholder Engagement:
Partnership Development
- Build and maintain relationships with internal teams, external partners, and stakeholders to enhance M&E practices.
- Represent in relevant M&E networks and forums to share knowledge and learn from others in the field.
- contribute to strengthening relationships with UNHCR and establishment of partnerships with others.
- Contribute funding diversification efforts (support the Country Program and the program coordinator in the identification of potential donors and funding organizations, meeting with them, supporting the development of winning concept notes, and full proposal and submission).
- Contribute to country program visibility to promote AIRD work;
- Support enforcement and adherence to SOPs;
- Support new programmatic initiatives in line with AIRD country’s strategy
Compliance and Quality Assurance
- Ensure M&E activities comply with organizational policies, donor requirements, and ethical standards.
- Conduct regular assessments to ensure the quality of M&E processes and findings.
Qualifications, Skills and Experience:
- Master’s degree preferred in business and administration, or a related field
- Minimum 5 years of experience in management or business development.
- Demonstrated experience in capacity-building and training delivery.
