PEAS is an international education not-for-profit organisation with the mission to ‘expand access to sustainably delivered, quality secondary education across Africa’. Since 2008, PEAS has built and operated high quality low-cost not-for-profit secondary schools in close partnership with government in communities where there is urgent unmet demand for secondary education. We currently run 28 secondary schools in Uganda and 4 in Zambia serving over 15,000 students.
Job Summary: The Logistics and Procurement Officer will play a crucial role in ensuring the efficient acquisition of goods and services, managing vendor relationships, and overseeing the organization’s fleet operations. This role requires attention to detail, strong organizational skills, and the ability to independently make informed decisions within the framework of the organization’s logistics and procurement policies.
The officer will ensure that all procurement processes are conducted in compliance with organizational standards and that the fleet operates efficiently to support the organization’s operations. This includes supervising drivers, tracking costs, preparing reports, and maintaining compliance with safety and operational guidelines.
Key Duties and Responsibilities:
Procurement Coordination:
- Manage the end-to-end procurement process, including sourcing, tendering, and vendor selection.
- Develop and maintain strong relationships with vendors and suppliers to ensure timely delivery of quality goods and services.
- Prepare procurement plans, evaluate bids, and negotiate contracts to achieve value for money.
- Ensure compliance with organizational procurement policies and procedures.
- Maintain an updated database of approved vendors and suppliers.
- Prepare and manage procurement-related documentation, including purchase orders and contracts.
Fleet Management:
- Oversee the organization’s fleet of vehicles, ensuring all vehicles are properly maintained, serviced, and meet safety standards.
- Schedule and monitor vehicle servicing and repairs to minimize downtime.
- Develop and implement operational policies for efficient fleet management.
- Ensure proper utilization and fuel efficiency of vehicles, maintaining accurate records of mileage, fuel consumption, and repairs.
- Supervise and coordinate the activities of drivers, including scheduling and performance management.
Administrative Tasks:
- Track and analyze costs related to procurement and fleet operations, preparing regular reports for management.
- Ensure proper documentation of procurement processes and fleet activities for auditing purposes.
- Monitor compliance with legal and regulatory requirements for fleet operations, such as licensing and insurance.
Compliance and Reporting:
- Monitor adherence to procurement and logistics policies, ensuring compliance with organizational and regulatory standards.
- Generate and present detailed reports on procurement activities, fleet performance, and associated costs.
- Identify opportunities for process improvements in procurement and fleet management to enhance operational efficiency.
Qualifications, Skills and Experience:
Educational Requirements:
- Bachelor’s degree in Procurement and Logistics, Business Administration, Supply Chain Management, or a related field.
- Certification in Procurement (e.g., CIPS) is an added advantage.
Experience Requirements:
- At least 3 years of experience in procurement and logistics management.
- Proven experience in fleet management, including supervision of drivers and vehicle maintenance.
Key Competencies:
- Strong knowledge of procurement processes, vendor management, and supply chain principles.
- Excellent analytical and organizational skills to track costs and manage procurement processes effectively.
- Proficiency in using procurement and logistics software/tools.
- Strong interpersonal and communication skills to manage vendor relationships and supervise staff.
- Ability to work independently and make informed decisions under minimal supervision.
- Knowledge of fleet safety and maintenance best practices.
- Attention to detail and ability to prepare clear and accurate reports.
