About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary:   The Human Resource Officer – Performance & Reward Management is responsible for implementing the PAU staff performance and reward management system to enhance individual performance, accountability, staff motivation, and productivity, and for planning, designing, and monitoring the implementation of staff development programs to enhance staff skills and competence.

 

Key Duties and Responsibilities:

  • Collaborate with HR to undertake staff orientation, induction and manage development processes, benefits, administration and leave.
  • Support processes pertaining to people management including staff recruitment and onboarding, performance management and welfare and staff remuneration and ensure compliance with the PAU Human Resource Management Manual.
  • Ensure implementation of the staff Code of Conduct in accordance with regulatory requirements.
  • Support the development and review HR policies and procedures in the Authority as well as lead the process of HR Budget and Manpower Planning.
  • Collate knowledge of trends, best practices, regulatory changes, and new technologies in HR, talent management, and apply this to communicate changes and improvements in policy practices and processes while monitoring the Authority’s continued compliance
  • Ensure accurate and timely processing of the authority’s monthly payrolls, including ensuring accurate capture of salaries, benefits and statutory deductions and collaborate with Finance to ensure seamless processing.
  • Update and maintain the payroll processing system and employee records (both soft and hard copies) ensuring complete and accurate classification of employees and associated terms.
  • Prepare computation schedules for terminal benefits to enable timely and accurate payment of staff exiting the Authority.
  • Resolve discrepancies, address employee queries and any required support related to the preparation and processing of the payroll.
  • Generate and distribute monthly pays lips to all staff and address any follow-up inquiries.
  • Undertake any other assignments as may be directed from time to time.





Qualifications, Skills and Experience:

  • A Bachelor’s degree (Hons) in Human Resources Management, Organizational Development, Organizational Psychology, or Accounting, Business Administration, Commerce, or any other HR related qualification

Added advantage:

Required experience:

  • Three (3) years of relevant work experience, including evidence of Payroll management in a medium-to-large size organization
