Job Title:  Deputy Chief – Planning and Development (Re-advertised)

About Organisation:

Gulu University is a Public University established by Statutory Instrument No. 31 of 2003. The University was set to serve as a launch pad for equitable development in Uganda; provide knowledge and skills; and stimulate innovations in education, technology, economic advancement and social development. The University is in Gulu City with study centres in Kitgum and Kotido Districts, Hoima City; and a Constituent College Project in Moroto District.

Job Summary:  Responsible for organizing and overseeing capital development initiatives, fund raising events and preparation of grant proposals.

Success in this position is demonstrated by raising significant funds to support existing capital operation and advance development projects.

Key Duties and Responsibilities:

• Advises and coordinates the University capital budget development.
• Develops strategies in optimal use of capital resources in all departments of the University.
• Guides development of project proposals by faculties and departments.
• Develops and manages central planning documents for the University.
• Coordinates with the ICT Policy committee to ensure effective and efficient use of ICT.
• Coordinates timely output report production on all planning and development efforts in the University.
• Performs any other duties assigned by the supervisor.

Qualifications, Skills and Experience:

The applicant must possess the following:

• Master’s degree in any of the following; Education Policy Planning and Management or Economics or Statistics or Economic Policy and Planning or Economic Policy Management from a recognized institution of higher learning.
• An honour’s Bachelor’s Degree in any of the following; Statistics and Applied Economics or Quantitative Economics or Statistics or Economics from a recognized institution of higher learning.
• Post graduate qualifications in Business Management or Strategic Investment and Management or Monitoring and Evaluation or Project Planning and Management from a reputable University is an added advantage.
• Work Experience: A minimum of six (06) years in a relevant field, three (03) of which should have been at Principal/Senior Position in a related field in a reputable institution.
• Age Limit: The applicant should be aged fifty-five (55) years or below at the time of application.
