Job Summary: To assist in the delivery of high quality, efficient Medical care, promote health care and ensure that a consistent excellent level of service is provided to patients and clients.
Key Duties and Responsibilities:
As Medical Clinical Officer, you are personally accountable for your practice.
In addition, you will need:
- To efficiently provide medical care for patients in the outpatients and in-patient departments according to Uganda Essential Drug programme and Government regulations (diagnostic and Treatment)
- To decide about patients in need for Doctor’s care and referral accordingly.
- If necessary and asked, to organize, identify and carry out thorough programmes for Primary Health care and for preventive medicine.
- To be responsible for statistics returns and any other administrative tasks
- To train, coach and follow up subordinates.
Essential clinical competencies
- Clinical care. You are responsible for planning, implementing and evaluating the care of patients in your work area. You must recognise actual or potential emergency situations and act quickly and appropriately. As a general rule, you are expected to use evidence based guidelines in your management of patients, referring to the Uganda Clinical Guidelines 2016 and relevant WHO guidelines. If you decide, in particular patients, that to follow the guidelines would not be in their best interests, you should write your reasons in the case notes.
- Control of infection. You must take all possible measures to control the spread of infection and abide by health centre procedures.
- Responsibility for your own health. Your work exposes you to health risks from patients. You must take all necessary steps to protect your own health at work.
- Prescribing drugs. Your prescribing should be evidence based. You should only prescribe drugs that you believe have a reasonable chance of alleviating the patient’s condition and not prescribe for longer than is necessary.
- Clinical audit. You have a duty to audit your own work and play a part in departmental audit work and presentations.
- Opportunities for health education. In the course of your work, you are expected to use the opportunities that arise to offer patients education about their health.
- Apply guidance and counselling skills when required, and have concerns for quality and standards of anesthetics work.

Managerial/Administrative
- Care in use of resources. You are expected to use great care in the use of consumables, to safeguard health center property and not to waste the hospital’s slender resources.
- Reporting incidents. The care of patients is our primary concern. If you know about accidents, drug errors or avoidable complications affecting patients (or having the potential to do so) and complaints from patients or their relatives about the care received, an investigation of what happened must take place. HC’s attitude to such incidents is that they are an opportunity to learn from mistakes and improve the way we do things. They will be investigated fairly and only used to discipline members of staff if it has been shown that they have seriously neglected their duties.
- Duty rotas. You will co-operate with the staff duty Rota. You may not be absent from your area of work during working hours without permission.
- Safe environment. You have a duty to report anything in the environment that could harm the health of patients or staff.
- Job appraisal. You will participate in annual job appraisals. You will support the appraisal process for junior colleagues.
Qualifications, Skills and Experience:
- Must have a diploma in Clinical Medicine, from a recognized institution.
- Must be registered with a professional Council.
- Must have a valid practicing license
Knowledge:
- Knowledge of professional clinical principles, procedures and techniques.
- Knowledge of medical and non-medical waste disposal procedures.
Skills:
- Experience in minor surgical procedures.
- Excellent interpersonal and communication skills and able to work in teams.
- A good command of both written and spoken English.
Abilities:
- Ability to maintain confidentiality of patient information and adhere to professional code of conduct
- Ability to treat all patients and staff with respect, without prejudice
- Ability to provide high quality, ethical, compassionate care that places the needs of the patient first
- Ability to maintain detailed records with high accuracy
- Ability to be flexible and manage stress
- Ability to support health centre Mission & Vision and adhere to the health centre
