Job Summary:   The Project Officer will report to the Humanitarian Team Lead will work alongside with Community based trainers to ensure quality deliver of the project and will assist the Team Lead in facilitating effective implementation of the project activities to ensure project results are delivered in time and line with project proposal.

 

Key Duties and Responsibilities:

KRA 1: Communicating for Influence

  • Work closely with colleagues to carry out communication activities as per the communication strategy
  • Support the Programme area with the dissemination of communication materials to implementing to the community leaders and other community members.
  • Mobilise communities to attend community awareness meetings about Plan programmes and projects on economic improvement of adolescents and women
  • As may be requested, gather and share case studies, write up success stories and profile the impact of project

KRA 2: Ensuring Impactful Implementation

  • Provide technical guidance and specialized expertise for implementation of the economic resilience activities under this project.
  • Prepare and submit to Team lead, high quality activity, weekly, quarterly and annual narrative reports for all completed activities.
  • Mobilize target community members, children, families and key stakeholders at settlement level and host communities, Sub County and district level to participate in the project activities.
  • Support with representation in livelihood sector working group meeting (LSWG) meetings with UNHCR & OPM and other stakeholders at settlement and district level in close consultation with the Team lead and TA protection and safeguarding.
  • Coordinate effectively with other project officers and other staff implementing similar projects in PIU to leverage efforts, build synergy, teamwork and deliver high quality project results
  • Support tracking, monitoring, evaluation, documentation and reporting of project outputs, outcomes, impact or results and changes in close collaboration with Team Lead and TA protection and safeguarding
  • Support effective project budget utilization, management and monitoring for activities directly implemented by Plan staff and ensure 100% project performance target on monthly and quarterly basis.
  • Ensure proper documentation through timely updating of the one drive and also actual filing system Support the monthly and quarterly update of the progress log in SAP system
  • Provide support towards the implementation of project, ensuring that the desired results, and final impact, are achieved on time and to standard
  • In collaboration with colleagues, work with institutions, local artisans to assist them in implementing their projects according to the project plan
  • Ensure progress updates in the PMERL system
  • Conduct capacity building sessions with Case Management Workers (CMW) for better understanding and impactful support to the children at risk.
  • Motivate and ensure teamwork among child protection case management workers and volunteers for greater ministry impact in the community
  • Performs additional duties as per the request of the Team Lead, TA protection and safeguarding.

KRA 3: Risk, Compliance & Accountability

  • Support the identification and management of risks, in particular those associated with procurement, finances, safeguarding, and staff health, safety and security:
  • Assist in complying with the risk management framework relating to PIU’s projects Participate in and cooperate with audits, including maintaining and updating the audit tracker
  • Support project stakeholders conduct quarterly project monitoring and support supervision visits and meetings.
  • Support timely accountability for funds used to implement project in line with Plan international accounting policies and procedures and donor requirements.
  • Assist in effective management of project resources including procurements in accordance with Plan International Uganda policies and guidelines and in accordance with grant conditions.
  • Assist with project risk management in the implementation of the project to minimise their occurrence and possible effects on the project in line with Plan International Risk Management policy and project risk mitigation measures

KRA 4: Safeguarding, Gender Equality & Inclusion

  • Ensure that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.




Qualifications, Skills and Experience:

  • Bachelor’s degree in social work and social administration, Commerce, entrepreneurship, business administration, Development Studies, Social Sciences or any relevant field with wide demonstrated relevant experience in managing economic empowerment emergency projects.
  • At least 3 years professional experience in implementing entrepreneurship/livelihood programs in humanitarian context.
  • Demonstrated skills and experience in promoting entrepreneurship programming Experience and skills in the use of participatory approaches and rights-based programming.
  • Possess the ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive collaboration and relationship.
  • Demonstrated experience in networking with other development partners in the field.
  • Past exposure and experience with community, stakeholders, children work and coordination.
  • Strong interpersonal relationship and team building background
  • Excellent analytical, documentation, problem solving, interpersonal and negotiation skills
  • Excellent communication, organizational and interpersonal skills.
  • Good oral and written communication in English and local language where the candidate will be assigned

  • Good understanding of financial and procurement systems, with a good track record of complying with relevant procedures and controls.
  • Good analytical skills as required to obtain and process information and numerical data from a range of sources and use the insights gained to inform decisions or communications.
  • Good written and spoken communication skills, including in [Kiswahili, Kinyabwisha or any language spoken by the refugees from DRC], with an ability to effectively adjust content and presentation so as to connect with an audience.
  • Track record of leading a team to work effectively together, using negotiation and mediation techniques to manage conflict, and ensuring that diverse perspectives and viewpoints are welcomed.

Critical Technical Competencies

  • Experience of the project management cycle and a track record of successful delivery of impactful projects.
  • Demonstrated experience in coordination and communication skills in the humanitarian setting Demonstrated experience in reporting and documentation
  • Desirable: Experience in networking with poor children and their families, local and international NGOs, local government partners, and local community-based organizations
