About the Company:
The National Agricultural Research Organization (NARO) is mandated to coordinate, oversee and guide agricultural research in Uganda. The organisation is made up of a Council as its governing Body, a Secretariat for its daily operations. and 16 Public Agricultural Research Institutes (PARIS) under its policy guidance.
Job Summary: To assist the Director of Internal Audit in preparing and implementing a Risk Based Audit plan to assess, report on and make recommendations for improving the NARO’s controls, risk management and governance process (GRC)
Key Duties and Responsibilities:
- Develop a comprehensive and flexible risk-based internal audit work plan using an appropriate risk-based methodology.
- Develop and implement a comprehensive audit program to evaluate the adequacy and effectiveness of the internal control system and the performance quality in carrying out assigned responsibilities.
- Prepare periodic reports as appropriate to the Director of Internal Audit, providing information on the status and results of the audit plan and the sufficiency of audit department resources.
- Promote high levels of ethical awareness and conduct within the organisation, and administer independent investigations of potential ethical problems or conflicts of interest.
- Evaluate the progress and status of steps taken to address any current and past audit recommendations made by external and internal auditors to strengthen the reliability and integrity of operations and business processes.
- Design audit programmes for carrying out particular audit assignments of systems and technical audits.
- Obtain and analyse data to provide an objective, informed opinion on the accuracy and fairness of financial statements. This includes performing analytical procedures and recommending adjustments to organisational financial statements.
- Lead teams in holding entry and exit meetings for various assignments.
- Review working papers and review reports for work carried out by auditors.
- Perform any other related duties as may be assigned by the Director of Internal Audit
Qualifications, Skills and Experience:
- An Honors Bachelor’s Degree in Finance and Accounting, or Commerce or Business Administration with a bias in accounting, plus a Professional qualification in Accountancy obtained from a recognised awarding Institution.
- OR —
- Professional qualification in Accountancy obtained from a recognised awarding Institution accredited by the Institute of Certified Public Accountants of Uganda (ICPAU) plus a post-graduate diploma in management-related field obtained from a recognised institution.
- Master’s Degree in Financial Management /Accountancy / Business Administration obtained from a recognised accredited awarding institution.
- Must be a member of the Institute of Certified Public Accountants of Uganda (ICPAU) and the Institute of Internal Auditors (IIA-Uganda).
- A minimum of 10 years of relevant experience gained from large reputable organisations or government ministries, departments or agencies (MDAs), or reputable organisations, at least three of which must have been obtained at the senior officer level.
- Comprehensive knowledge of the IPPF and Internal Audit Standards (Global Internal Audit standards).
- Advanced computer skills in MS Office, IFMS, auditing and accounting software.
- Age limit: Applicants should not be more than 45 years of age for Principal Officers.
