About the Company:
The National Agricultural Research Organization (NARO) is mandated to coordinate, oversee and guide agricultural research in Uganda. The organisation is made up of a Council as its governing Body, a Secretariat for its daily operations. and 16 Public Agricultural Research Institutes (PARIS) under its policy guidance.
Job Summary: To implement and ensure compliance with human resource policies and procedures.
Key Duties and Responsibilities:
- Develop and propose strategies, policies, procedures and processes for successful delivery of employment services.
- Develop plans for effective talent acquisition, staff entitlements and benefits management, and delivery of Human Resource operational transactions.
- Review and monitor the day-to-day operations of the unit, ensuring that all standards are met and procedures are followed.
- Identify trends and emerging issues to report on risks and key performance indicators and propose improvements for the unit’s service delivery efficiency;
- Develop, propose, and implement new work methods and procedures for the unit.
- Establish quality control mechanisms through client surveys and periodic data quality assurance reviews for continuous improvement of service delivery;
- Redesign systems to improve the experience of managers and staff in using HR tools and increase productivity and efficiency for all HR activities with an emphasis on e-HR and simplification.
- Optimise use of HR Digital systems to ensure provision of accurate and timely data analytics to lead a data driven Directorate for evidence-based management of talent acquisition, performance management, operational transactions, entitlements and benefits, staff development, HR planning, retention and turnover.
- Contribute to the formulation of operational and programme budgets and monitor effective execution to meet HR commitments.
- Ensure the effectiveness and efficiency of the HR records management and HR service centre/helpdesk systems in terms of timeliness, confidentiality and accessibility amongst others.
- Coordinate the recruitment and selection process and serving as secretary to the Interview panels.
- Perform any other Human Resource duties assigned by the Director.
Qualifications, Skills and Experience:
- Applicants should hold an Honours Degree in Human Resource Management or a degree in Social Sciences, Public Administration, Development Studies or Business Administration with Human Resource Management as a module.
- Post-graduate Diploma in Human Resource Management.
- Master’s Degree in Management Studies, Public Administration, Human Resource Management or Business Administration
- Must have at least 10 years progressive experience in managing human resources, three (3) of which must have been obtained at senior level.
- Professional certification in Human Resources from a recognised institution is an added advantage.
- Demonstrated experience and knowledge in talent acquisition and change management, salary and benefits development and reviews, data retrieval and analysis.
- Age limit: Applicants should not be more than 45 years of age for Principal Officers.
