Key Duties and Responsibilities:
Generic responsibilities
- Line management for project staff
- Adherence to NRC policies, guidance and procedures
- Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant project proposals
- Coordinate and manage project implementation, including workplans, budget and other project documentation in line with proposals, strategies and donor requirements
- Implement technical direction and ensure high technical quality of projects
- Provide regular progress reports to the Area Manager and the CC Specialists
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Develop and manage project budget (in cooperation with AM and CC Specialists) and coordinate across CCs
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of refugees, IDPs and host communities in line with the advocacy strategy
Specific responsibilities
- Develop a strong network of contacts in the area of responsibility including the target communities to ensure NRC is up to date on the humanitarian situation, potential populations movements, key issues, risks and threats affecting the people we serve
- Lead in an integrated and inclusive Project Cycle Management at area level as per NRC standards including assessments, grants start-up, review and grants closure meetings
- Implement systems for program quality control, monitoring and evaluation, and ensure an approach to identify and act on key learning in project implementation
- Contribute to the development of an integrated program and a community-based approach, with focus on protection, vulnerable populations and hard to reach areas
- Keep oversight of implementation of projects, including regular monitoring of targets and budgets, in coordination with CC Coordinators, M&E Coordinator and Finance
- Work closely with country and area support teams to ensure the delivery of project materials and contractual agreements are done in a timely manner
- Coordinate with the HR department to ensure timely recruitment and induction of staff and ensure all staff have and understand their JDs and roles.
- Coordinate with finance department to ensure effective and transparent project forecasts
- Represent NRC in relevant coordination meetings with local authorities, line ministries and government agencies, UN and NGOs when required to Improve working relations and collaboration with stakeholders
- Support donor visits, media engagements and any other external stakeholders’ engagements in coordination with the Area Manager
- Responsible for performance management for all direct reports and develop and implement a capacity building plan for project staff
- Coordinate quality and timely submission of donor reports
- Conduct regular visits to the area and sites of implementation for quality checks of ongoing and completed works, make correction, and provide relevant recommendations
- Lead in the implementation the safe and inclusive plans
- Ensure that programme activities are documented in line with NRC procedures for Securing Supporting Documentation (SSD), including Reconciliation of Deliverables (RoD)
- Ensure all activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines, policies, and report any breaches/concerns in a confidential manner, through NRC reporting channels
- Promote and secure a safe working environment for reporting concerns/breaches and ensure that all cases reported are processed in a confidential and sensitive manner

Qualifications, Skills and Experience:
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Minimum bachelor’s degree in education, Community Psychology, International Relations and Migration, or relevant humanities
- A post graduate diploma in Monitoring and Evaluation or Project Planning and Management
- Experience from working in complex and volatile contexts.
- Technical CC Education expertise.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
- Experience in shaping and scaling up education in emergencies response including assessments, developing response strategies.
- Experience with applying ICT tools in assessments, for analysis, documentation, and reporting.
- Experience with developing proposals, budgets, work plans, and monitoring and evaluation.
- Experience with capacity building and team building of staff and community mobilization.
- Experience with partnership-based approaches, coordination, and holistic programme designs
- Knowledge and understanding of humanitarian standards such as INEE and Sphere
- Knowledge of the context in West Nile and/or neighboring countries is an asset.
